<br />Russell Titmuss has a total of over 40 years of design and project management experience
<br />gained in the USA, U.K. and Bermuda. He specializes in waterfront and coastal projects
<br />with an emphasis on structural engineering. His project experience has included project
<br />management, planning and design of piers and wharves, industrial and commercial
<br />waterfront facilities, small boat facilities including marinas, boat ramps and docking facilities,
<br />passenger ferry berthing and loading facilities, pile supported structures, bulkheads and
<br />shore protection. Additional experience includes the design of dredging projects and the
<br />design of aluminum ramping systems to meet ADA requirements.
<br />While working in Bermuda from 1997 to 2003, Russell was responsible for implementing
<br />new government projects and inspection, assessment and maintenance to government
<br />bridges and docks. A major element was the responsibility for government owned bridge and
<br />waterfront structures throughout the Island of Bermuda. Since arriving in the USA, Russell
<br />has been working exclusively on marine and waterfront projects.
<br />PROJECT EXPERIENCE
<br />T Wharf Replacement, Plymouth, MA.: Project Manager, was responsible for the inspection
<br />and assessment of the existing facilities and the planning and design of new expanded
<br />replacement piers for use by the Plymouth commercial fishing fleet. As the lead consultant
<br />for this project, Mr. Titmuss managed the design team including drainage, utilities, electrical
<br />and structural design. The project included design of new piers for use by commercial fishing
<br />vessels and the development of berthing layouts to accommodate seasonal slips for up to
<br />40 small boats and a public dock. The design included consideration of ADA requirements
<br />for small boat docks and coordination with the heavily used public boat ramp alongside the
<br />project. Effort included development of alternative layouts, public consultation, permitting
<br />and design, and the development of contract documents. Estimated construction cost is
<br />$8,000,000.
<br />Massachusetts Maritime Academy NSMV Dock Upgrade: Project Manager for this fast
<br />tracked project to design, permit and perform construction of upgrades and modifications to
<br />the existing training ship dock to accommodate the new NSMV vessel. The new ship required
<br />higher capacity fenders, stronger moorings, major utility upgrades and other improvements
<br />to provide a facility meeting heavy weather storm mooring requirements. The upgrades
<br />included strengthening of the existing pile supported deck to support the much larger
<br />lateral loads from berthing and mooring. The strengthening included a pipe pile supported
<br />stabilization platform installed at the berthing face of the existing dock. GEI assisted the
<br />Academy with grant funding and construction is now complete.
<br />Wellfleet Town Pier, Wellfleet, MA: Responsible for the design and reconstruction of
<br />approximately 2,000 linear feet of revetment around the perimeter of Wellfleet Town Pier
<br />and design of a new boat ramp and floats. The project included complete repaving of the
<br />five-acre pier including major electrical and stormwater treatment upgrades and a new
<br />harborwalk around the 2,000 foot perimeter. Managed the multi-disciplinary team through
<br />design, permitting, preparation of construction documents, bid support for public bidding
<br />and construction inspection and management.
<br />Liberty Park Marina and Ferry Terminal, Jersey City, NJ: Design of all shoreline and
<br />waterfront elements of this major residential/golf course development including 950 feet of
<br />new shoreline bulkhead to rehabilitate the failing seawall structures, pedestrian harborwalk,
<br />a 48 slip marina with an average vessel length of 45’, and an ADA compliant passenger ferry
<br />docking facility to support the development. The ferry dock included a 70-foot-long timber
<br />pier connecting to the shore. As Project Manager, Mr. Titmuss was responsible for overseeing
<br />design and providing construction support.
<br />Mystic Pier 1, MASSPORT Charlestown, MA: Project Manager for this project to rehabilitate
<br />this historic pier. Mr. Titmuss was responsible for managing the multi-disciplinary team
<br />to evaluate the large building, infrastructure, utilities and pier structures. GEI performed
