GEI Consultants | City of Sunny Isles Beach | RFQ 26-07-01 36 <br />COST CONTROL <br />GEI employs a comprehensive cost management process that begins during <br />project planning and continues through design, permitting, bidding, and <br />construction. Our objective is to provide the City with accurate, reliable cost <br />information that supports informed decision-making and minimizes the <br />potential for budget overruns. <br />For each assignment, we develop Opinion of Probable Construction Costs <br />(OPCCs) and update estimates at key project milestones, typically at the <br />30%, 60%, 90%, and 100% design stages. Cost estimates are developed <br />using historical bid data, recent contractor pricing, vendor quotations, <br />and current market conditions. Because waterfront construction costs can <br />fluctuate significantly based on material availability, contractor workloads, <br />marine equipment requirements, and regulatory constraints, GEI regularly <br />consults with marine contractors and suppliers to maintain current pricing <br />information. <br />GEI has established a strong track record of delivering construction cost <br />estimates within approximately 10% of actual construction costs by <br />utilizing: <br />• Multi-stage cost estimating throughout project development. <br />• Continuous refinement of cost databases based on recent projects and bid results. <br />• Constructability reviews and contractor input. <br />• Evaluation of material availability and schedule impacts. <br />• Value engineering analyses that identify opportunities to reduce costs without compromising project objectives, durability, <br />safety, or regulatory compliance. <br />Internally, project budgets are tracked using GEI’s enterprise project management and accounting system, which provides weekly <br />updates on labor expenditures, subconsultant costs, budget status, and project forecasts. This allows project managers to identify <br />potential budget concerns early and communicate recommended adjustments before impacts occur. <br />PROCEDURES FOR MANAGING COMPLAINTS AND NOTIFYING THE CITY’S PROJECT MANAGER <br />GEI is committed to responsive service and open communication. Any concern, comment, complaint, or service issue is treated as <br />a high priority and addressed promptly through a documented resolution process. <br />Upon receipt of a concern, the Project Manager will immediately acknowledge the issue, document the relevant facts, evaluate <br />the circumstances, and coordinate with appropriate team members to develop a resolution strategy. If the matter affects project <br />scope, quality, schedule, budget, safety, or regulatory compliance, the City’s Project Manager will be notified promptly. <br />GEI’s complaint resolution process includes: <br />1. Immediate acknowledgment of the concern. <br />2. Documentation and internal review of the issue. <br />3. Investigation by project leadership and technical staff. <br />4. Communication with the City’s Project Manager regarding findings. <br />5. Development of corrective actions and implementation plan. <br />6. Follow-up to verify satisfactory resolution. <br />7. Documentation of lessons learned to prevent recurrence. <br />Our philosophy is to address concerns proactively before they become larger issues.
