Our objective is to provide the City with accurate, reliable cost information that supports informed decision-making and minimizes the potential for budget overruns. For each assignment, we develop Opinion of Probable Construction Costs (OPCCs) and update estimates at key project milestones, typically at the 30%, 60%, 90%, and 100% design stages. Cost estimates are developed using historical bid data, recent contractor pricing, vendor quotations, and current market conditions. Because waterfront construction costs can fluctuate significantly based on material availability, contractor workloads, marine equipment requirements, and regulatory constraints, GEI regularly consults with marine contractors and suppliers to maintain current pricing information. GEI has established a strong track record of delivering construction cost estimates within approximately 10% of actual construction costs by utilizing: • Multi-stage cost estimating throughout project development. • Continuous refinement of cost databases based on recent projects and bid results. • Constructability reviews and contractor input. • Evaluation of material availability and schedule impacts. • Value engineering analyses that identify opportunities to reduce costs without compromising project objectives, durability, safety, or regulatory compliance. Internally, project budgets are tracked using GEI’s enterprise project management and accounting system, which provides weekly updates on labor expenditures, subconsultant costs, budget status, and project forecasts. This allows project managers to identify potential budget concerns early and communicate recommended adjustments before impacts occur. PROCEDURES FOR MANAGING COMPLAINTS AND NOTIFYING THE CITY’S PROJECT MANAGER GEI is committed to responsive service and open communication. Any concern, comment, complaint, or service issue is treated as a high priority and addressed promptly through a documented resolution process. Upon receipt of a concern, the Project Manager will immediately acknowledge the issue, document the relevant facts, evaluate the circumstances, and coordinate with appropriate team members to develop a resolution strategy. If the matter affects project scope, quality, schedule, budget, safety, or regulatory compliance, the City’s Project Manager will be notified promptly. GEI’s complaint resolution process includes: 1. Immediate acknowledgment of the concern. 2. Documentation and internal review of the issue. 3. Investigation by project leadership and technical staff. 4. Communication with the City’s Project Manager regarding findings. 5. Development of corrective actions and implementation plan. 6. Follow-up to verify satisfactory resolution. 7.
