GEI Consultants | City of Sunny Isles Beach | RFQ 26-07-01 59 <br />Big Rock Wetland Restoration <br />Douglaston, New York | Douglas Manor Association <br />The Big Rock Wetland Restoration project provides coastal resiliency <br />to six acres of tidal wetlands and upland adjacent area on Long Island. <br />GEI was retained by the Douglas Manor Association and Douglas Manor <br />Environmental Association to provide permitting, design, and assistance <br />with public outreach and education eff orts to restore the tidal marsh, <br />wetland functions, and transitional habitat, threatened by coastal erosion, as <br />well as the ecological diversity and aesthetics impacted by invasive species. <br />Located in the coastal boundary of the New York City Waterfront Revitalization Program, the <br />project is subject to coastal policy review in addition to permitting with NYDEC, USACE, and <br />NYDOS. Following an initial legislative grant, the non-profit organization, Save the Sound, was <br />successful in securing several other grants to further the design and implementation of this <br />project. This community-based project is comprised of several partners including the Alley Pond <br />Environmental Center, Udalls Cove Preservation Committee, New York City Parks Department, <br />Hofstra University, the Billion Oyster project, New York City Audubon, local residents, and GEI. <br />GEI’s Huntington Station off ice has provided permitting and design assistance, and assisted the <br />damage mode and eff ects analysis with public participation eff orts supplying collected project <br />data and a PowerPoint presentation with narrative for science, technology, engineering, and <br />mathematics school curriculum and public education. <br />Project topography, within the 6-acre project site, varies widely and is subject to a <br />full-range of erosive forces. The northern segment at the mouth of Little Neck Bay is steep with <br />the exposed headland experiencing high energy wind and wave action. The mid-section is <br />characterized by a steep embankment between the marsh and Douglas Road. A live cribwall will <br />provide a hybrid structural alternative to a classic retaining wall, which will prevent the roadway <br />collapse along the steep mid-section bank. The shorefront boulders along Memorial Park have <br />caused erosive scour and impacted the adjacent marsh and upland. These boulders deflect <br />wave energy during storms to the Udalls Cove waterway rather than dissipating it as a marsh or <br />naturally vegetated, more gently sloped area could. The tidal marsh once degraded and eroded <br />along the mid-section is being restored to improve coastal resiliency against the eff ects of sea <br />level rise, and minimize local flooding while mitigating the adverse impacts on wetland structure <br />and function. The regrading of the shorefront utilizing bioengineering techniques to provide <br />slope stabilization at the wetland/upland interface will enable marsh migration and increase <br />tidal flushing. An oyster sill wave brake installed along the shoreline will provide a substrate <br />for oyster reef generation and increases water quality by reducing the impacts of nutrient <br />loading from groundwater sources. The project area transitions into a tidal and somewhat <br />protected southern segment near Udalls Cove, which is a documented horseshoe crab (Limulus <br />polyphemus) spawning habitat. The removal of the invasive common reed (Phragmites australis) <br />throughout the project site will increase biodiversity.
