His extensive background has endowed him with a profound understanding <br />of construction processes, utility access management, and utility coordination. Mr. Ugas’s <br />expertise is particularly notable in the realm of utility coordination and Sub-surface Utility <br />Engineering (SUE) on Florida Department of Transportation (FDOT) projects. He has adeptly <br />managed major utility challenges on a diverse array of projects, from urban arterial roads to <br />expansive limited access facilities and complex design/build projects. His seasoned <br />experience ensures that utility aspects of infrastructure projects are handled with the utmost <br />proficiency and foresight. <br />PROJECT EXPERIENCE <br />MIA Stormwater Model Update & Drainage Master Plan Support <br />Dates: Jun–Aug 2023. As SUE Manager, Pedro led HADONNE’s utility‑related efforts <br />supporting CDM Smith in updating and maintaining the Miami‑Dade Aviation Department <br />(MDAD) drainage master plans for Miami International Airport. He coordinated all utility <br />research, record compilation, and SUE‑related verification activities required to support <br />updates to the utility atlas, existing modeling scenarios, and future stormwater modeling <br />conditions. Pedro oversaw the review of as‑built information, established procedures for <br />field verification of existing conditions, and ensured that all utility ‑related findings were <br />accurately reflected in the master plan documents, MDAD design guidelines, and technical <br />specifications. Pedro directed the utility verification component of the Storm Sewer Master <br />Planning effort (CDM PN 278874 – MIA Stormwater Model Update Field Verifications), <br />managing the workflow for location and existence confirmation of designated stormwater <br />sites throughout the airport. He ensured that all GPS‑verified locations were properly <br />documented, validated, and integrated into CDM Smith’s modeling framework. In support of the Miami International Airport Central Terminal <br />Redevelopment, Pedro led Hadonne’s SUE field operations across both landside and airside <br />areas. Dates <br />of Service Nov 2025–Dec 2025. HADONNE performed Subsurface Utility Engineering (SUE) <br />services for Miami International Airport’s Terminal K, coordinating closely with GPI <br />Geospatial Inc. He oversaw field operations utilizing electromagnetic locating equipment, <br />ground‑penetrating radar (GPR), and vacuum excavation to designate and verify existing <br />underground utilities within the project limits. Abraham ensured accurate identification <br />and documentation of utility type, size, material, and condition, while supervising the <br />collection of horizontal and vertical location data for all physically verified utilities. He <br />managed the preparation and delivery of complete field notes and survey datasets for <br />integration into the project’s base mapping and design files. He directed the production of <br />signed and sealed test hole reports by a licensed Professional Surveyor and ensured <br />delivery of fully formatted DWG files containing all verified utility information for direct use <br />by the design team.
