<br />KEITH has assembled a multidisciplinary team specifically structured to provide responsive, reliable, and technically
<br />sound continuing professional architectural and engineering services to the City of Sunny Isles Beach. The proposed
<br />team includes key personnel currently supporting the City under the existing continuing services contract, providing
<br />continuity, institutional knowledge, and familiarity with City staff, procedures, and ongoing initiatives.
<br />KEITH’s staffing approach emphasizes accountability by assigning
<br />dedicated discipline leads to each task authorization based on
<br />project needs. These individuals are responsible for technical
<br />delivery, quality control coordination, schedule adherence, and
<br />communication throughout project execution.
<br />Supported by specialists in planning, general civil engineering,
<br />landscape architecture, surveying and mapping, transportation
<br />/ transit / traffic, and construction services, our team provides
<br />the flexibility and technical depth necessary to efficiently support
<br />continuing-services assignments of varying size and complexity.

<br />Principal-in-Charge | Victor Herrera, PE
<br />Drawing on extensive municipal leadership and operational experience, Victor serves as a trusted advisor
<br />to both City staff and the project team. He provides executive engagement, facilitates interdepartmental
<br />coordination, and helps ensure project execution remains aligned with the City’s operational needs,
<br />service expectations, and long-term objectives.
<br />Project Manager | Jean Rodriguez, PE
<br />As Project Manager, Mr. Rodriguez will provide leadership and coordination for all contract assignments,
<br />ensuring the timely allocation of resources and effective management of technical teams. He will oversee
<br />quality control efforts, facilitate communication with City stakeholders, and monitor project execution to
<br />ensure efficient delivery and exceptional client service.
<br />Deputy Project Manager | Sarah Landucci, ISA
<br />Supports day-to-day coordination of assignments, client communication, consultant coordination,
<br />and project delivery activities. Having actively supported projects under the City’s current continuing
<br />services contract, Sarah brings direct familiarity with City staff, procedures, and ongoing initiatives. She
<br />works closely with the Project Manager to coordinate multidisciplinary teams, monitor project progress,
<br />and support responsive service delivery.
<br />Client Service Manager | Greg Chavarria, PMP, CISSP
<br />Provides contract support, resource coordination, and executive client service oversight. As a member
<br />of the current continuing services team, Greg helps maintain continuity, responsiveness, and alignment
<br />between City priorities and project delivery. He supports resource planning, strategic coordination, and
<br />communication among City staff, project managers, and technical disciplines to promote efficient task
<br />execution and exceptional client service.
<br />QA/QC Officer | Tom Green, PE
<br />Provides independent quality assurance and technical review for project deliverables. Tom has supported
<br />assignments under the City’s current continuing services contract and brings direct familiarity with City
<br />standards, procedures, and project requirements. He performs milestone reviews, verifies technical
<br />compliance, and helps ensure consistency, accuracy, and completeness throughout project delivery.
