22IWFLFTLD016838.2026 ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) RFQ # 26-07-01 CONTINUING PROFESSIONAL Schedule of Proposed Services Kimley-Horn is prepared to provide the City of Sunny Isles Beach with the full range of professional architectural and engineering services required under this continuing contract. Our multidisciplinary team performs the vast majority of anticipated task orders in-house, allowing the City to mobilize qualified staff quickly and maintain a single point of accountability across the following disciplines: ĥ General Civil Engineering ĥ Landscape Architecture ĥ Transportation/Transit/Traffic Engineering ĥ Environmental/Coastal Engineering ĥ Surveying and Mapping ĥ Structural Engineering ĥ Mechanical, HVAC, and Plumbing (MEP) Engineering ĥ Electrical Engineering ĥ Professional Grant Writing ĥ Geotechnical Engineering (via subconsultant) Because each contract is awarded on a qualifications basis by discipline, the team above is structured so that Kimley-Horn can respond to task orders in every category the City anticipates issuing. For any specialized assignment that falls outside routine needs, we can draw on the broader resources of Kimley-Horn’s Tri-County offices without adding delay. Kimley-Horn understands that each task order issued under this continuing architectural and engineering services contract will carry its own scope, complexity, and timeline. The schedule below reflects our approach to a representative task order and demonstrates our understanding of the key phases, issues, and tasks involved in delivering professional services under this contract. Critically, it reflects a core principle we apply to every project in South Florida: permitting activities must begin at the earliest possible stage, not after design is complete. UNDERSTANDING OF KEY ISSUES South Florida’s regulatory landscape is among the most complex in the nation. Projects in Miami-Dade County routinely require coordination with multiple agencies simultaneously, including FDEP, DERM, USACE, SFWMD, FDOT, and local building and zoning departments. Permitting timelines are frequently on the critical path and can extend project schedules if not initiated early. Our team addresses this reality by integrating permitting strategy into the scoping phase of every project. We identify applicable regulatory triggers, develop a permitting pathway, and initiate pre-application meetings with agencies before design is finalized. This approach keeps projects moving and reduces the risk of late-stage surprises. KEY SCHEDULE NOTES PERMITTING IS ON THE CRITICAL PATH. In South Florida, agency review periods for FDEP, DERM, SFWMD, and USACE permits can range from 30 days to six months or more depending on project complexity, environmental sensitivity, and agency workload. Kimley-Horn initiates permitting activities concurrently with preliminary engineering, not after design is complete. Pre-application meetings are scheduled early to align the design with agency expectations before significant design investment is made. SCOPING DRIVES EVERYTHING. The overall project schedule is determined during scoping. Our Project Manager will meet with client staff at the outset of each task order to confirm scope, schedule, budget, key contacts, and client preferences before work begins. This alignment prevents scope creep and avoids mid-project course corrections.
