<br />PROFESSIONAL EXPERIENCE
<br />Javier is a registered (Florida) professional engineer with more than 25 years of
<br />expertise in construction materials engineering, testing, and inspection services. He
<br />brings extensive experience in project management, structural engineering design,
<br />construction defect investigations, construction defect mitigation inspections, non-
<br />destructive testing of building envelope and structural components, forensic
<br />investigations, construction materials testing, and facilities engineering experience.
<br />
<br />Javier is a senior associate and the Operations Manager for Terracon’s Fort Lauderdale
<br />and Miami offices and laboratories. Javier serves as the senior materials engineer with
<br />direct technical responsibility for field inspection and construction materials testing,
<br />including laboratory testing services. He is responsible for evaluating and overseeing
<br />the construction of earthworks (embankments, levees, slopes), roadways and bridges;
<br />soil improvement/ replacement. On a day-to-day basis, he provides technical oversight
<br />and direction to engineering and technical staff, prepares study scope and fee proposal
<br />documents; report preparation; and is responsible for contract conformance (quality
<br />assurance/quality control [QA/QC]). Javier oversees and directs the construction
<br />services group, prepares proposals, conducts evaluations, provides field
<br />troubleshooting, and prepares project reports and invoices. His duties also include
<br />overseeing and maintaining quality control programs.

<br />PROJECT EXPERIENCE
<br />State Road (SR) 25/Okeechobee Road from East of NW 107 Avenue to East of NW
<br />116 Way – Miami-Dade County, FL
<br />Construction Services Manager/Senior Materials Engineer. This FDOT project consists
<br />of building a grade separation (bridge) on SR 25/Okeechobee Road over NW 87
<br />Avenue, building flyover ramps to and from SR 25/Okeechobee Road and NW 87
<br />Avenue, reconstructing NW 87 Avenue from south of SR 25/ Okeechobee Road to north
<br />of NW 103 Street Realigning NW 103 Street, sidewalk construction, reconstructing NW
<br />South River Drive, removing the existing bridge at NW 105 Way and building a new low-
<br />level bridge at NW 106 Street, widening of NW 106 Street, and construction of Control
<br />Structure G-72E. Terracon is responsible for performing QC testing and inspection
<br />services for the general contractor. CTQP-certified technicians perform field sampling
<br />and testing, and Terracon conducts laboratory services for soils and concrete on this
<br />project. The firm’s QC Manager or his representative supervises and schedules Terracon
<br />personnel, reviews density log book entries made by Terracon, logs samples into the
<br />MAC reporting system, ensures construction compliance with the specifications and
<br />plans documents and prepares monthly invoices and quantities for the job guide
<br />schedule.

<br />Construction Services Manager. The project consisted of the construction of a 31-story
<br />mixed-use structure with a total approximate area of 499,744 square feet as well as a
<br />40-story mixed-use facility that includes mercantile, hotel, condominiums and parking
<br />garage with a total approximate area of 760,229 square feet. Mr Jimenez managed the
<br />team that provided Construction Materials Testing and Threshold Inspection Services.
