Rutugandha “Rutu” H. Nulkar, P.E.
Senior Geotechnical Engineer/QA/QC Review
PROFESSIONAL EXPERIENCE
Rutu has been practicing geotechnical engineering in South Florida for more than 21 years. She
is the Operations Manager for Terracon’s West Palm Beach and Port St. Lucie offices. On a day-
to-day basis, she provides technical oversight and direction to engineering and technical staff.
Rutu’s geotechnical consulting capabilities include providing services for various types of
projects, including buildings, roadways, bridges, and drilled shaft inspections.

Rutu also has more than 20 years of experience in construction materials testing and verification,
working on numerous Florida Department of Transportation (FDOT) projects and district-wide
materials contracts. She has worked as an in-house geotechnical consultant with the District
Materials Research Office (DMRO).

PROJECT EXPERIENCE
South Miami Heights Water Treatment Plant (WTP) Storage Building – Miami, FL Senior
Engineer/Project Manager. The proposed construction project includes a 22- to 25-foot high
storage building to be located within 20900 SW 117th Avenue. Terracon conducted subsurface
exploration (advancement of test borings and test pits), laboratory testing, and geotechnical
engineering. Results of the field exploration and lab testing from the data report were used to
provide recommendations concerning earthwork and the design and construction of
foundations and floor slabs for the proposed project.

State Road (SR) 90/Tamiami Trail/SW 8 Street from West of SW 4 Avenue to East of SW 2
Avenue – Miami, FL
Senior Geotechnical Engineer. The project consists of utility improvements along the project
corridor including the proposed construction of one stormwater well system for storm run-off in
the proposed area. Provided subsurface exploration and geotechnical engineering services for
the utility improvements project. Geotechnical engineering report included site location and
exploration plans, boring logs with field and laboratory data, stratification based on visual soil
(and rock) classification, groundwater levels observed during drilling, subsurface exploration
procedures, description of subsurface conditions, exfiltration test results, geotechnical
engineering recommendations for pipe backfill, and geotechnical foundation recommendations
for the proposed pump station. Four Reasonable Assurance Reports (RARs) included current
geologic conditions and recommendations for well depth casing that would be sufficient to
restrict buoyancy from a class G-III aquifer into a Class G-II aquifer system. Rutu provided
technical direction and supervision required for completion of Terracon’s services, and she
provided senior-level review for the analysis and formulation of recommendations for the project.

Southeast Stormwater Improvements – Dania Beach, FL
Project Manager/Project Engineer. The project consists of stormwater drainage improvements
within the area bound from west to the east by Federal Highway and SE 5th Avenue and from the
south to the North from SE 10th Street to SE 2nd Street. An exfiltration trench and two pump
stations were proposed for this project. Terracon performed subsurface exploration and
geotechnical engineering services including the advancement of test borings, exfiltration tests,
pavement cores, and double ring infiltrometer (DRI) tests. The purpose of Terracon’s service was
to provide information and geotechnical engineering recommendations relative to: subsurface
soil (and rock) conditions, groundwater conditions, pavement core information, exfiltration test
results, and recommendations for the proposed pump stations. Rutu managed our staff and
resources, field investigation, engineering analysis, calculations, and recommendations for the
project.

EDUCATION
M.S., Civil Engineering,
University of Florida, 2004

B.S., Civil Engineering, V.J.T.I.
Matunga, Mumbai, India, 2001

REGISTRATIONS/
CERTIFICATIONS
Registered Professional
Engineer, Florida #70625

AFFILIATIONS
American Society of Civil
Engineers (ASCE)

Florida Engineering Society
(FES)

Florida Engineering
Society/Florida Institute of
Consulting Engineers
Leadership Institute

YEARS OF EXPERIENCE
With Terracon: 21
Total in Industry: 21

OFFICE LOCATION
West Palm Beach, FL
