APPROACH/METHODOLOGY <br />Suitability of the Methodologies and Approaches Used in <br />Achieving Tasks <br />Kimley-Horn has extensive experience managing large, on-call professional engineering contracts in which <br />multidisciplinary teams are responsible for delivering multiple task work orders (TWOs) concurrently. Successful delivery <br />under this type of contract begins with a well-defined work plan for each assignment, including a clear understanding <br />of scope, schedule, staffing needs, deliverables, and critical decision points. This allows us to assign the appropriate <br />resources at the outset, anticipate potential constraints, and efficiently balance staff across multiple active TWOs. <br />Equally important is maintaining consistent coordination and communication with the City so that schedule, budget, <br />technical issues, and project priorities are understood and addressed as each assignment progresses. <br />Our team will take a proactive approach to identifying and resolving project issues before they affect delivery. To <br />efficiently manage multiple TWOs, our locally based staff will maintain regular communication with the City’s Project <br />Manager and coordinate upcoming workload, milestones, and resource needs. Quality will be maintained through a <br />structured quality management process supported by a broad pool of experienced technical professionals who can <br />perform independent reviews without creating bottlenecks when several TWOs are advancing concurrently. Because <br />each TWO may differ significantly in scope, complexity, duration, and required expertise, we have intentionally structured <br />our team with depth of resources and overlapping technical capabilities to provide the flexibility and continuity needed <br />throughout the life of the contract. <br />Before accepting each TWO, Kimley-Horn will also evaluate potential, actual, or perceived conflicts of interest to confirm <br />that the assignment can be performed without conflict. Contract Manager, Cesar Borges, PE, will maintain overall <br />responsibility and accountability for all TWOs issued under the contract. Our Discipline Leaders will provide <br />additional technical and management support for larger or more complex assignments, while designated TWO Project <br />Managers and discipline leads will be responsible for day-to-day execution. Each TWO Project Manager will coordinate <br />directly with Cesar to maintain clear direction, appropriate staffing, timely decision-making, and adherence to the <br />approved scope, schedule, budget, and quality requirements. <br />Cesar will use a centralized task tracking tool to monitor the status and performance of all active TWOs, consistent with <br />Kimley-Horn’s established approach for managing multiple assignments under other on-call contracts. The tool will provide <br />the team and City with a concise, current snapshot of each assignment, allowing upcoming milestones, budget status, <br />staffing needs, and potential schedule concerns to be identified early. For each active TWO, the tracker will include: <br /> ĥ City of Sunny Isles Beach Project Manager <br /> ĥ Kimley-Horn TWO Project Manager <br /> ĥ Start and anticipated completion dates <br /> ĥ Contract amount <br /> ĥ Earned value and percent complete <br /> ĥ Remaining budget <br /> ĥ Upcoming milestones and deliverables <br /> ĥ Most recent submittal and review status <br /> ĥ Link to a KMZ file depicting the project improvements <br />for quick geographic reference <br />This tracking system will allow Cesar and the individual TWO Project Managers to assess the overall contract workload, <br />coordinate priorities with the City, and make timely adjustments to staffing or delivery strategies as conditions change.
