71IWFLFTLD016838.2026 <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES <br />(CCNA) RFQ # 26-07-01 <br />CONTINUING PROFESSIONAL <br />Kimley-Horn will strive to maintain a consistent core team for each TWO and within each discipline, providing continuity <br />and familiarity from assignment through completion. At the same time, the breadth of our organization allows us to bring <br />in specialized expertise or additional production resources when an assignment requires it. Kimley-Horn operates as <br />a single-profit-center firm, giving every project manager access to resources across the company rather than limiting <br />staffing to a particular office or practice. This structure allows us to match each TWO with the personnel best suited to <br />its technical requirements, schedule, and workload demands. <br />Resource planning is coordinated through Kimley-Horn’s formal monthly Castahead process, during which anticipated <br />workloads and staffing needs are evaluated across projects. This forward-looking process allows us to identify resource <br />demands before they become schedule constraints and supplement individual TWO teams when necessary. Day-to-day <br />adjustments can also be made between Castahead cycles, providing the flexibility needed to respond quickly to <br />changing City priorities, accelerated schedules, or unanticipated technical needs. <br />Overall Organization to Completing the Project <br />Cesar Borges will serve as Contract Manager and the City’s primary point of contact for all work performed <br />under this contract. He will maintain overall responsibility for scope, schedule, budget, quality, and <br />coordination of the Kimley-Horn team, while working closely with the appropriate TWO Project Managers and Discipline <br />Leaders for each assignment. <br />This single-point-of-contact structure provides the City with a clear line of communication and accountability across all <br />active TWOs. Cesar will coordinate internal resources, resolve issues that require broader team input, and confirm that <br />each assignment remains aligned with the City’s expectations and contractual requirements. By centralizing contract- <br />level coordination while assigning day-to-day responsibility to qualified TWO Project Managers, Kimley-Horn can <br />streamline communication, reduce the potential for miscommunication, and maintain consistent delivery across multiple <br />concurrent assignments. <br />TASK WORK ORDER (TWO) AUTHORIZATION PROCESS <br />Kimley-Horn understands that our role under this contract is to function as an extension of the City’s staff and respond <br />quickly when support is needed. When the City identifies an assignment and initiates a TWO, Cesar will promptly <br />coordinate with the City to confirm the purpose, goals, priorities, and anticipated schedule for the work, then identify the <br />appropriate TWO Project Manager and supporting technical team. <br />We also recognize that certain assignments may require an accelerated response to address urgent operational <br />or infrastructure needs. Our team has been structured to remain flexible in these situations, allowing us to develop <br />preliminary TWO proposals within one to two days when necessary. Cesar will work with the appropriate Discipline <br />Leaders to prepare an initial scope outline, staffing approach, and preliminary cost estimate. At this stage, the <br />assignment will also be reviewed for potential technical issues, project risks, resource needs, and actual or perceived <br />conflicts of interest. <br />Following this initial coordination, Kimley-Horn will develop the detailed scope of work, deliverables, milestone schedule, <br />staffing plan, and fee estimate. For typical assignments, we anticipate completing this process within five business days, <br />providing the City with a clear and well-defined TWO that can move efficiently from authorization into project delivery.
