When construction documents are at an appropriate percentage of completion, and comply with City budgets, the permitting process commences. Our in-house engineering and environmental services assist in strategically moving a project through permitting processes. • Contract Administration / Bidding Assistance Phase: The Miller Legg Team will assist the City in preparation and clarification of questions related to bid documents by incorporating technical and design documents with standard City contract documents and conditions. Technical addenda during the bidding process can also be facilitated and prepared by the Miller Legg Team. As needed, Miller Legg will assist the City during the bid opening to tabulate the submitted bids, evaluate the bids for the appropriate responsiveness and document the rankings of the bidders. • Construction Observation Phase: Miller Legg will assist the City in the observation and documentation required during construction to ensure that the project construction activities move forward as promptly as possible, while minimizing coordination activities between the City and contractor. This is facilitated by Miller Legg’s Team assisting the contractor in interpreting the design intent and construction documents. During construction, Miller Legg concisely documents all activities and key decisions or status changes that are observed during these activities in our field reports, which are submitted to the City for review and documentation. This documentation is critical to ensure that each project meets schedules, and to avoid potential litigation/claims issues. The Firm provides construction observation services for all our projects, and has experienced professionals who specialize in construction inspection. TECHNICAL CAPABILITIES Utilization of the right software is crucial to communicate the project design intent to the audience. Miller Legg has full capabilities to develop all levels of computer aided design (CAD), including the current versions of AutoCAD, Microstation, Land FX and Impression. In addition, the Firm utilizes graphic software to generate the exhibits necessary to communicate a project’s intent using ESRI (GIS) SketchUp, Adobe Creative Suite, and Lumion 3D Rendering Software. We have successfully utilized these resources to prepare community involvement, design and permitting documents for current and past projects throughout Florida. QUALITY ASSURANCE / QUALITY CONTROL Miller Legg is committed to producing cost-effective and high-quality design deliverables that are achieved through the utilization of specific quality control procedures. Miller Legg’s Quality Control program includes independent review of all documents by a quality control team and a Quality Control Manager, Brian Shore, RLA, to ensure that Miller Legg’s design documents meet quality standards. Miller Legg’s quality control process of checks and balances occurs throughout the design process. This process includes design reviews, plan set compliance with the current requirements, reviews of completed tasks for accuracy and completeness, and digitally documenting all tasks completed. The five main Quality Control Process objectives are: 1. To provide a uniform process for all Miller Legg Team members to produce consistent substantially error free plans. 2. To provide a well-documented design process which includes records of major design decisions, quality control checklists and plan markups. 3. To ensure industry standards and project specific criteria are adhered to at each design phase. 4.
