RFQ #26-07-01 Continuing Professional Architectural and Engineering Consulting Services | 26MLA00190 <br />| Page 73 <br />6 Construction: <br />As construction documents <br />continue to move through <br />the development process, updated <br />opinions of probable costs are also <br />prepared at each submittal stage. <br />When construction documents are <br />at an appropriate percentage of <br />completion, and comply with City budgets, <br />the permitting process commences. Our <br />in-house engineering and environmental <br />services assist in strategically moving a <br />project through permitting processes. <br />• Contract Administration / <br />Bidding Assistance Phase: The <br />Miller Legg Team will assist <br />the City in preparation and <br />clarification of questions <br />related to bid documents <br />by incorporating technical <br />and design documents <br />with standard City contract <br />documents and conditions. <br />Technical addenda during the <br />bidding process can also be <br />facilitated and prepared by the Miller <br />Legg Team. As needed, Miller Legg <br />will assist the City during the bid <br />opening to tabulate the submitted <br />bids, evaluate the bids for the <br />appropriate responsiveness and <br />document the rankings of the <br />bidders. <br />• Construction Observation <br />Phase: Miller Legg will assist <br />the City in the observation <br />and documentation required <br />during construction to ensure <br />that the project construction <br />activities move forward as <br />promptly as possible, while <br />minimizing coordination <br />activities between the City <br />and contractor. This is <br />facilitated by Miller Legg’s <br />Team assisting the contractor <br />in interpreting the design <br />intent and construction <br />documents. During <br />construction, Miller Legg <br />concisely documents all <br />activities and key decisions or status changes that <br />are observed during these activities in our field <br />reports, which are submitted to the City for review <br />and documentation. This documentation is critical <br />to ensure that each project meets schedules, and <br />to avoid potential litigation/claims issues. The Firm <br />provides construction observation services for all <br />our projects, and has experienced professionals <br />who specialize in construction inspection. <br />TECHNICAL CAPABILITIES <br />Utilization of the right software is crucial to communicate <br />the project design intent to the audience. Miller Legg has <br />full capabilities to develop all levels of computer aided <br />design (CAD), including the current versions of AutoCAD, <br />Microstation, Land FX and Impression. In addition, the <br />Firm utilizes graphic software to generate the exhibits <br />necessary to communicate a project’s intent using ESRI <br />(GIS) SketchUp, Adobe Creative Suite, and Lumion 3D <br />Rendering Software. We have successfully utilized these <br />resources to prepare community involvement, design <br />and permitting documents for current and past projects <br />throughout Florida. <br />QUALITY ASSURANCE / QUALITY CONTROL <br />Miller Legg is committed to producing cost-effective <br />and high-quality design deliverables that are achieved <br />through the utilization of specific quality control <br />procedures. Miller Legg’s Quality Control program <br />includes independent review of all documents by a <br />quality control team and a Quality Control Manager, <br />Brian Shore, RLA, to ensure that Miller Legg’s design <br />documents meet quality standards. <br />Miller Legg’s quality control process of checks and <br />balances occurs throughout the design process. This <br />process includes design reviews, plan set compliance <br />with the current requirements, reviews of completed <br />tasks for accuracy and completeness, and digitally <br />documenting all tasks completed. <br />The five main Quality Control Process objectives are: <br />1. To provide a uniform process for all Miller <br />Legg Team members to produce consistent <br />substantially error free plans. <br />2. To provide a well-documented design process <br />which includes records of major design decisions, <br />quality control checklists and plan markups. <br />3. To ensure industry standards and project specific <br />criteria are adhered to at each design phase. <br />4.
