QUALIFICAtIoNS 56P261925RFQ # 26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) Miami Beach Mooring Field Moffatt & Nichol was retained as a subconsultant to RES to evaluate conceptual design alternatives for a managed mooring field near the Venetian Causeway within Biscayne Bay. Moffatt & Nichol coordinated bathymetry and marine resource mapping of areas extending from Sunset Harbor Yacht Club south to approximately 14th Street along the Biscayne Bay waterfront. Conceptual designs were developed to optimize the perimeter of the mooring field and to size the swing circles based on anticipated environmental permitting guidelines. Initial phases were identified along with perimeter buffers around adjacent waterfront properties and navigation channels. The Project includes design and permitting services for the creation of a mangrove planter with riprap revetment along the shoreline, the planting of native vegetation to restore habitat in the upland portions of the island, replacement of the existing elevated osprey nest platform, and the installation of eight regulatory buoys for the creation of a motorized vessel exclusion zone and swim only area surrounding the island. Monument Island is an uninhabited, man-made island located between the MacArthur and Venetian Causeways in Biscayne Bay. The site was designated as a local historic site by the City of Miami Beach in 2002. The Flagler Memorial located on the island is one of the few remaining public works of art from the 1920’s. The island has become a popular destination for boaters and other recreational users. However, this has also led to the degradation of the existing habitat, damage to submerged aquatic vegetation, excessive littering on the island, and vandalism. The purpose of the project is to stabilize the shoreline, restore the upland protect marine resources and the historic monument, and enhance public safety on the island. Contract Dates2019–2027 (Est.) Contract Amount$134,000 A phasing plan was compiled to provide the City with areas suitable for mooring field expansion between the Venetian and MacArthur Causeways. Working with the team to review historical mooring and anchoring trends in the area, upland programming to support a mooring field was developed, including dingy docks, sewage pump-outs, and a dockmaster office. Construction cost estimates were developed, along with a review of annual revenue based on comparable managed mooring fields. Moffatt & Nichol completed the engineering design of the selected mooring field configuration. Subaqueous utilities were mapped and the mooring field was adjusted and the submerged lease limits expanded. Moffatt & Nichol also consulted with the City on the development of the mooring field ordinance. Environmental permits are currently being processed with construction anticipated to commence in 2027. Marine Patrol Dock Moffatt & Nichol was retained by the City of Miami Beach to provide design and permitting services for the consolidation of police and fire marine operations into a single, centralized law enforcement dock facility at Maurice Gibb Park. The project includes removal of the existing docking structures and construction of a new docking facility with increased capacity to accommodate a total of 9 slips on boat lifts for the full fleet of the City’s public safety vessels. The new dock will provide a safe, efficient, and resilient marine operations facility capable of supporting the combined marine units. Seagrass surveys were conducted and the dock was designed to avoid impacts to marine resources. Moffatt & Nichol provided full utility design for the boat lifts as well as for specialized lighting to facilitate emergency operations. Contract Dates2024–Ongoing Contract Amount$186,000
