QUALIFICAtIoNS 57P261925RFQ # 26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />Moffatt & Nichol serves as a planning and technical <br />advisor to Miami-Dade County’s Office of Resilience, <br />the Chief Bay Officer, and the Office of the Mayor <br />for the Miami-Dade County Back Bay CSRM Study. <br />After the initial USACE Back Bay CSRM feasibility <br />study published in 2020 proposed an 18-foot-tall <br />conventional floodwall surrounding most of the <br />downtown waterfront and divided the northern part <br />of the County, there was a significant lack of local <br />support for the USACE plan. USACE and Miami-Dade <br />County paused the project, and the County made <br />a formal request to USACE to have the feasibility <br />study incorporate natural and nature-based features <br />and consider alternatives that would also enhance <br />the natural environment and urban communities. <br />In August 2022, USACE expressed support for the <br />development and consideration of locally identified <br />alternatives that enhance the natural environment <br />and urban communities, in combination with other <br />measures, to provide a level of risk reduction from <br />storm surge. <br />Through a series of design charrettes that included <br />USACE, the County, and key stakeholders, Moffatt & <br />Nichol led efforts to develop alternatives that would <br />include the use of nature-based features, such as <br />mangrove wetlands or hybrid reefs, for risk reduction, <br />expand the protection zones, allow for adaptive <br />management in the face of climate change, and <br />provide more equitable protection across the entire <br />County. <br />A grounding principle was <br />to take a systems approach <br />where a broader geographic <br />lens is used to incorporate multiple lines of storm surge <br />protection. This includes consideration of the broader <br />geography that influences coastal storm surge and making <br />use of features that can provide risk reduction, such as <br />offshore reefs, onshore dunes and berms, segmented <br />breakwaters, and natural and nature-based features. <br />Moffatt & Nichol also collaborated with USACE and County <br />staff to develop a Nature-Based Solutions Pilot Program <br />that will enable USACE to evaluate the potential storm risk <br />protection benefits of nature-based <br />solutions for integration into other <br />CSRM studies around the United <br />States. Moffatt & Nichol has also <br />been mindful of the fact that any <br />nature-based solutions proposed <br />must be customized to limit <br />impacts to submerged aquatic <br />vegetation within Biscayne Bay <br />in order to be permitted with <br />regulatory agencies. <br />Previously, Moffatt & Nichol <br />worked with private investors <br />and the County to review and discuss resiliency <br />alternatives.
