Because of its location on an island, the Village <br />is susceptible to storm surge from both the bay and ocean sides of the community. <br />This project seeks to add the Village to Miami Dade County’s Federal Shore <br />Protection Project, which is a 50-year beach management strategy. <br />Ocean View Sand Management Pilot Project, Norfolk, VA. Project manager <br />and lead coastal engineer to design and coordinate permits to excavate sand <br />encroaching against private structures and place the excavated sand into gaps and <br />narrow reaches in adjacent dunes. The present effort covers shoreline between <br />Grove Avenue and Cape View Avenue as a pilot project to work through the <br />technical, financial, and regulatory requirements, with a view to applying the process <br />elsewhere in Ocean View. <br />Sand, Beach, and Dune Management Committee and Technical Investigations, <br />Norfolk, VA. Coastal engineer who provided data products and technical document <br />as needed in relation to Cottage Line dune management and participated actively <br />as a member of the City’s Sand, Beach and Dune Management Plan Steering <br />Committee in a process intended to address residents’ concerns about sand <br />encroachment on their properties while maintaining storm damage protection <br />afforded by the dunes. <br />Chesapeake Beach Nourishment Design and Permitting, Virginia Beach, VA. <br />Lead coastal engineer and project manager for design of a hydraulic dredging <br />and beach nourishment and dune restoration project at Chesapeake Beach. The <br />nourishment sand is obtained by hydraulic dredging of a nearshore shoal with <br />pipeline to the beach. Designed the nourishment template and prepared basis of <br />design and the Joint Permit Application and supporting documents. Coordinated <br />with federal and state agencies to assist with permit processing and federal Section <br />408 review. <br />Brian Joyner PE <br />Quality Manager | Moffatt & Nichol <br />Brian Joyner’s 29-year career has focused on determining coastal and <br />stormwater flood hazards on both local and regional scales and designing <br />projects to mitigate or withstand those hazards. His experience includes <br />detailed numerical modeling of stormwater hydrology/hydraulics, storm surge, <br />waves, sediment transport, and the effects of coastal and hydraulic structures. <br />Since 2020, Brian has served as PIANC (World Association for Waterborne <br />Transport Infrastructure) USA representative to PIANC’s Permanent Task Group <br />on Climate Change. In that role, he assists with updating and promoting PIANC <br />guidance on resilience and adaptation of waterborne transport infrastructure <br />and operations, relative to both open-coast and inland navigation.
