Moffatt & Nichol worked with the County, City, Downtown <br />Development Authority, private investors, and USACE to review and discuss <br />resiliency alternatives developed by USACE for the Back Bay Coastal Storm Risk <br />Management feasibility study for the County. The original resiliency approach <br />proposed for downtown Miami was an 18-foot-tall conventional floodwall <br />surrounding most of the downtown waterfront. Moffatt & Nichol developed a <br />nature-based structural solution with multiple lines of protection that provided <br />equivalent protection levels while providing environmental benefits, additional <br />public access, stormwater improvements, water quality upgrades, and maintained <br />local property values and views. The system consisted of low crested oyster <br />breakwaters, elevated structural breakwaters planted with mangroves, dedicated <br />seagrass-wetland protection zones, secondary structural revetment system upland <br />seat walls, bio-swale stormwater areas, and localized building protection. <br />Preliminary Design of Resilience Infrastructure, Environmental Impact Bond, City <br />of Hampton, VA. Resiliency specialist. Green infrastructure and blueway project <br />concept designs were evaluated to validate achievable stormwater volume capture <br />in the Newmarket Creek watershed. The projects restore and expand storage, <br />along with bioretention and wetland creation in adjacent areas, delaying stormwater <br />discharge into a flood-prone tidal stream. The pilot projects arose from the City’s <br />Resilient Hampton Newmarket Creek Pilot Project Area Water Plan. The analyses <br />include green infrastructure, blueway stream improvement, and raising of a critical <br />transportation corridor—all of which will provide additional volume capture capacity. <br />The Big Bethel Blueway retrofits backyard drainage ditches and main drainage <br />channel to store stormwater and create vegetated areas that improve water quality. <br />Another project at Lake Hampton is to reconstruct an under-performing basin to <br />absorb stormwater overflow from Newmarket Creek. Stormwater terraces will detail <br />and treat runoff from surrounding neighborhoods and roads. <br />Port Miami Shore Power Pilot Study, Miami, FL. Technical lead, emissions <br />assessment. Moffatt & Nichol is presently engaged with the County and <br />PortMiami with a pilot study to invest in shore power infrastructure to reduce <br />emissions associated with hoteling cruise and cargo vessels. Complementing the <br />engineering assessments, Dr. Cardoch is the technical leader for the greenhouse <br />gases reduction analysis, along with other air quality constituents, such as NOx, <br />which are potentially an important source of atmospheric deposition of nitrogen <br />into Biscayne Bay. <br />Lynnette Cardoch PhD, LEED AP <br />Resiliency & Adaptation | Moffatt & Nichol <br />Lynette is Moffatt & Nichol’s Director of Resilience & Adaptation, leading <br />collaborative efforts to deliver comprehensive resiliency solutions and <br />adaptation services in the coastal zone. She is a coastal ecologist with <br />more than 25 years of experience in regulatory and water policies, coastal <br />restoration, and urban and coastal resiliency. With her technical qualifications <br />and collaborative management style, her assignments include steering <br />interdisciplinary teams of engineers, scientists, and regulators. She has <br />also worked closely with coastal utilities and natural resource agencies on <br />integrated planning and operationalizing resiliency, particularly for coastal <br />protection, storm surge, and interior flooding.
