<br />2. Qualifications
<br />2.1 Why Ross Engineering Is Best Qualified
<br />Ross Engineering, Inc. is exceptionally qualified to provide continuing General Civil Engineering services to the
<br />City of Sunny Isles Beach because our firm combines more than two decades of South Florida civil and water
<br />resources engineering experience, direct prior experience with the City, a responsive Miami-Dade County
<br />office, experienced professional leadership, and demonstrated success delivering municipal projects under
<br />continuing-services and task work order contracts.
<br />Established in 2003, Ross Engineering provides civil engineering, roadway and drainage design, hydrologic
<br />and hydraulic modeling, water and wastewater utility engineering, stormwater pump and drainage well
<br />improvements, permitting, bidding assistance, construction administration, inspection, and project closeout
<br />services. Ross has supported municipalities, counties, public works departments, utility agencies, educational
<br />institutions, parks and recreation departments, and other public-sector clients throughout Miami-Dade,
<br />Broward, and Palm Beach Counties.
<br />Ross’ most significant advantage is our direct experience working for the City of Sunny Isles Beach. Under the City’s
<br />NE 172nd Street Roadway and Drainage Improvements project, Ross performed topographic and route surveying,
<br />ICPR 4.0 drainage analysis, roadway and grading design, evaluation of gravity drainage wells and exfiltration
<br />systems, pump improvements, utility coordination, permitting, signed and sealed construction documents,
<br />construction administration, field observations, as-built review, punch-list preparation, and closeout assistance.
<br />This experience gives Ross firsthand familiarity with the City’s coastal drainage conditions, constrained rights-of-
<br />way, existing infrastructure, permitting environment, review procedures, and expectations for project delivery.
<br />
<br />Ross understands that assignments under this contract may range from focused assessments and technical
<br />memoranda to full design, permitting, bidding, construction administration, and closeout. The City’s General Civil
<br />Engineering scope includes roadway and drainage improvements, conversion of stormwater wells to pressurized
<br />systems through the addition of pumps, water distribution, wastewater collection, pump stations, well injection
<br />systems, pipelines, structural components, cost estimating, permitting, bidding assistance, inspections, plan
<br />review, surveying, mapping, GIS, grant support, and representation of the City before regulatory agencies.
<br />Ross will serve as the prime consultant and self-perform the core civil and water resources engineering
<br />services. Our team will be supported by qualified subconsultants:
<br />• SGM Engineering, Inc. (SGM) for Mechanical, HVAC, & Plumbing Engineering
<br />• Thomas J. Kelly, Inc. for Surveying and Mapping
<br />This approach allows Ross to provide coordinated multidisciplinary services through a single point of

<br />REGULATORY AGENCY EXPERIENCE
<br />Ross has extensive experience coordinating with Miami-Dade County DERM/RER, Miami-Dade Water and
<br />Sewer Department, FDOT, FDEP, water management districts, local drainage districts, municipal building
<br />departments, and other regulatory agencies throughout planning, design, permitting, construction, and
<br />project closeout.
