26 <br />City of Sunny Isles Beach | RFQ 26-07-01 <br />Continuing Professional Architectural and Engineering | General Civil Engineer <br />Permitting and Agency <br />Coordination <br />Submit permit applications; respond to comments; attend meetings; <br />revise documents; obtain applicable approvals from the City, County, State, <br />and other agencies. <br />Bidding and Negotiation <br />Assistance <br />Attend pre-bid meeting; respond to questions; prepare addenda; evaluate <br />bids and qualifications; assist with award recommendation. <br />Construction Administration and <br />Inspection <br />Review submittals and RFIs; attend progress meetings; conduct <br />observations and inspections; review change requests and payment <br />documentation; prepare punch lists. <br />Project Closeout Final inspections; review as-builts and record drawings; prepare <br />certifications and closeout documentation; confirm permit closure and <br />completion of outstanding items. <br />Project Durations will be established with the City for each task order based on scope, complexity, permitting, <br />funding, and required completion date. <br />Ross will provide an initial task-order schedule at project initiation and update it throughout the assignment. <br />Progress, decisions, action items, permit status, schedule risks, and corrective actions will be communicated to the <br />City’s Project Manager through regular progress meetings and written status updates. <br />Understanding the Issues and tasks <br />Ross understands that this is a five-year, as-needed continuing professional services contract and that award <br />does not guarantee a specific quantity of work. Individual assignments may vary considerably in size, urgency, <br />technical complexity, and funding source. Ross will therefore maintain a flexible team capable of responding to <br />small technical assignments, emergency field conditions, studies, plan reviews, permitting matters, and complete <br />capital improvement projects. <br />The City requires design reviews at the 30%, 60%, 90%, and 100% stages; construction cost estimates at each <br />applicable phase; coordination of all required disciplines and utilities; permitting through the City and Miami-Dade <br />County; construction administration; responses to RFIs; and complete record drawings at project closeout. <br />Ross will approach each task order by first confirming: <br />• The City’s objectives and required deliverables <br />• Existing infrastructure and available records <br />• Survey, utility, and field-investigation requirements <br />• Regulatory and permitting agencies <br />• Community, traffic, access, and operational constraints <br />• Required supporting disciplines <br />• Available budget and funding requirements <br />• Design and construction schedule <br />• Anticipated procurement and construction delivery method <br />• Required meetings, presentations, and public coordination
