<br />and provide consistent service from initial authorization through closeout.
<br />Ross’s successful past performance for the City of Sunny Isles Beach is particularly relevant. The NE 172nd Street
<br />assignment progressed through analysis, design, permitting, construction support, field review, and
<br />closeout, demonstrating Ross’s ability to deliver the types of civil engineering services anticipated under
