QUALIFICATIONS _______________ <br />RFQ REQUIREMENT <br />(SECTION 3.2)HOW SRS MEETS OR EXCEEDS IT <br />General Civil — roadway, <br />drainage, water distribution <br />and sanitary sewer design; <br />construction documents; cost <br />estimates <br />Over 42 miles of roadway and drainage improvements designed for the City of Hialeah alone (E 9th <br />Avenue, SE 7th Avenue, W 23rd Street, W 36th Avenue). Miller Drive widening, SW 120th Street <br />extension, NW 138th Street widening ($12.45M construction), NW 58th Street reconstruction for <br />MDC DTPW. Water and sewer: Hialeah Annex master plan plus an 8.06 MGD regional pump station; <br />South Miami citywide Sanitary Sewer Master Plan; Ojus Sanitary Sewer Improvements for WASD (one <br />new pump station, approximately 9,915 LF gravity sewer, 98 laterals). <br />General Civil — leak <br />detection, water distribution <br />audits, water conservation <br />analysis <br />Master planning and hydraulic network analysis of water and sanitary systems, including transmission <br />and distribution systems, force mains, gravity systems, wells and special structures. <br />General Civil — permit <br />applications, bidding <br />assistance, grant applications, <br />plan review, general <br />consultation, assistance with <br />codes and ordinances <br />Task-order permitting and bid-phase support across nine municipal continuing contracts. Grant-funded <br />delivery includes the $2.5M ARPA Cutler Ridge Pines program, South Miami Septic to Sewer Area “K”, <br />and FDOT LAP/ARRA projects, all of which carry federal documentation and reporting obligations. <br />General Civil — AutoCAD <br />deliverables, reproducible <br />hard copy and digital plans <br />All design produced in the current AutoCAD and Civil 3D release with signed and sealed record sets and <br />as-built CADD deliverables, consistent with RFQ Section 3.4. <br />Surveyors and Mapping <br />— metes and bounds, <br />topography, elevation <br />certificates, GPS data <br />collection <br />In-house survey group led by Jorge Avino, P.E., PSM. Recent work includes the complete boundary and <br />topographic survey of the 125.18-acre Miami-Dade Central District Wastewater Treatment Plant and <br />the 10-plus-mile Underline corridor from the Dadeland South Metrorail Station to the Miami River. <br />Clients include the Miami-Dade Aviation Department, DTPW, PortMiami, WASD, the City of Miami <br />Department of Resilience and Public Works, FDOT, and the Cities of West Miami and North Miami. <br />Environmental / Coastal <br />Engineering — monitoring <br />and mitigation, environmental <br />studies and reports <br />Environmental Resource Permitting and wetland mitigation on NW 138th Street; DERM contamination <br />assessment preceding drainage design on Hialeah E 10th–12th Avenue; DERM Master Consultant role <br />overseeing more than 490 County drainage and roadway mitigation projects under FEMA funding. <br />Smart-Sciences, Inc. provides environmental science support. <br />CEI — construction <br />engineering and inspection <br />Active CEI for Cutler Bay, Hialeah, Miami Shores Village, Coral Gables (Ponce de Leon Boulevard, <br />FDOT LAP) and Miami-Dade County; Dadeland Garage CEI Phase II currently in construction. Services <br />include preconstruction meetings, submittal review, RFI response, field observation, materials testing <br />coordination, pay application review, change order analysis, punch list and closeout. <br />Personnel continuity <br />commitment (Section 3.3) <br />SRS commits that the personnel and principals named in this proposal will remain assigned throughout <br />the contract term, and that no substitution will be made without a written request including the <br />qualifications and experience of the proposed replacement. <br />General Deliverables (Section <br />3.4) — 30/60/90/100% <br />progress reviews, phase <br />cost estimates, full plans and <br />specifications, County and <br />City permitting, construction <br />administration, as-builts, <br />energy-efficient solutions <br />Standard SRS workflow. Our milestone schedule for each work order is built around the 30/60/90/100% <br />review points, with an updated opinion of probable construction cost issued at each.
