<br />SCHEDULE OF PROPOSED SERVICES
<br />UNDERSTANDING OF THE ISSUES AND TASKS AT HAND
<br />This is a continuing contract dispatched by task order for projects under $7.5 million in construction cost and
<br />studies under $500,000, awarded either on rotation or at the City’s discretion. Practically, that means the City
<br />needs a consultant that can turn a phone call into a defined scope, fee and schedule quickly, and then execute
<br />without supervision. It also means the technical issues are the ones that recur across a barrier island and with the
<br />requirements local agencies having jurisdiction:
<br /> Drainage that has to perform against tidal tailwater. Positive drainage systems on the barrier island lose
<br />head as tides and groundwater rise. Solutions have to be evaluated for the design storm and for the high-tide
<br />condition, and outfalls have to be assessed for backflow.
<br /> Right-of-way congestion. Collins Avenue and A1A are state facilities with high volumes, transit, dense
<br />pedestrian activity and high-rise driveways. Design and MOT have to preserve access to residential towers
<br />and commercial frontage throughout construction.
<br /> Utility conflicts in narrow corridors. Water, sewer, drainage, FPL, gas and communications share limited
<br />space. SUE and survey up front is cheaper than a change order later.
