<br />South Florida for public and private entity clients. For most of his professional
<br />career, Mr. Aviñó has been responsible for the management, design and
<br />construction administration of numerous civil engineering and surveying projects.
<br />His numerous registrations including Professional Engineer (PE), Professional
<br />Surveyor and Mapper (PSM), Certified General Contractor (CGC), and Real Estate

<br />Miami-Dade County Water and Sewer Department Central District Wastewater
<br />Treatment Plant – Improvement and Expansion Project
<br />This task authorization supports CDWWTP Design Package 3, involving design
<br />documents for Construction Package CT-3C, which includes decommissioning EDB-1,
<br />constructing EDB-2 and EDB-3, and upgrading electrical distribution systems throughout
<br />the plant. The scope included civil engineering design for site layout, utilities, drainage,
<br />paving, and pavement markings, as well as a comprehensive boundary and topographic
<br />survey of the 125-acre site to support geotechnical and subsurface utility investigations.

<br />Miami-Dade County Water and Sewer Department South District Wastewater
<br />Treatment Plant – Improvement and Expansion
<br />This project included improvements to increase SDWWTP plant capacity to meet future
<br />flow demands, along with peak flow management facilities and upgrades to treatment,
<br />disinfection, and effluent systems. The scope included site analysis, utility
<br />improvements, and regulatory compliance. Civil engineering services encompassed site
<br />layout, water distribution, fire services, process piping, drainage, paving, pavement
<br />markings, and a boundary and topographic survey of approximately 57 acres to support
<br />geotechnical and subsurface utility investigations.

<br />MDWASD’s Design-Build Services for the Replacement of the Existing 20-inch
<br />Water Main from the Port of Miami to Fisher Island and Replacement of the 54-
<br />inch Force Main from Fisher Island to South of the City of Miami Beach under
<br />Government Cut Channel (OCI Project Number DB10-WASD-01 ESP) Project
<br />Performed a topographic survey of approximately 8.99 acres on Fisher Island, including
<br />pavements, sidewalks, utilities, trees, and drainage structures, along with cross sections
<br />and elevation data. The work also included gathering boundary information and tying
<br />horizontal control to the State of Florida Coordinate System, as well as preparing
<br />sketches and legal descriptions for proposed water main alignments using horizontal
<br />directional drilling.

<br />Miami-Dade County Water and Sewer Department Design-Build Services (DB14-
<br />WASD-06 & DB14-WASD-07) Project, Miami-Dade County, FL
<br />Performed a boundary and topographic route survey covering over 2.25 square miles
<br />and 152,000 linear feet of roadway and infrastructure. The work included establishing
<br />horizontal and vertical controls, locating property lines, right-of-way lines, utilities,
<br />structures, and improvements, as well as collecting elevation data, drainage information,
<br />and site features such as roads, driveways, landscaping, and flood zone data to support
<br />design and planning efforts.
