<br />Ms. Reyes has over 22 years of experience in transportation planning and traffic
<br />engineering, with extensive expertise supporting FDOT roadway data, planning, and
<br />statistical programs. She currently serves as Project Manager for the Planning RCI
<br />Data Collection and Analysis – Continuing contract in FDOT District 7, where she
<br />leads RCI and HPMS data collection, quality control, reporting, and coordination
<br />activities. Her background includes significant roadway and traffic data collection
<br />experience and prior service as an FDOT RCI Coordinator for approximately 1.5
<br />years, providing in-house RCI support. Her experience includes participation in
<br />Central Office–led TTF and DCM coordination meetings and preparation of RITA,
<br />DART, and RCI database reports, as well as managing RCI edits and supporting
<br />HPMS sampling requirements. Ms. Reyes is highly familiar with FDOT RCI-related
<br />applications and systems, including the Maintenance RCI Web App, iView,
<br />MyFLRRS, and the SHS Mileage Report, and routinely applies these tools to ensure
<br />accurate, compliant data delivery for District 7.
<br />In addition to her RCI leadership, Ms. Reyes has extensive experience preparing
<br />technical reports and supporting traffic operations and planning studies for FDOT
<br />Districts 4 and 6. She is proficient in applying industry-standard software, models,
<br />and manuals—including the Highway Capacity Manual (HCM), FSUTMS, CORSIM,
<br />VISSIM, LOSPLAN, and Synchro—and has significant experience conducting
<br />multimodal Level of Service (MMLOS) analyses along Strategic Intermodal System
<br />(SIS) corridors. Her professional experience also includes LOS, safety, and
<br />qualitative analyses; field observations; traffic and roadway data collection; PTMS
<br />design and inspection; crash data analysis; and related planning support services.

<br />Provided planning and technical services in support of the Department’s routine
<br />Roadway Characteristics Inventory (RCI) and Highway Performance Monitoring
<br />System (HPMS) data collection programs. Supports roadway functional classification
<br />updates, traffic data collection and analysis, and development of innovative data
<br />collection methodologies. Oversees project-specific data collection efforts, provides
<br />in-house technical support, and delivers GIS mapping and data support to ensure
<br />accurate, timely, and compliant statistical highway data for Districtwide planning and

<br />Planning RCI Data Collection and Analysis – Continuing, FDOT District 7. Project
<br />Manager. Leads delivery of RCI and Highway Performance Monitoring System
<br />(HPMS) professional services supporting the Department’s statutory and statistical
<br />highway data requirements. Oversees data collection and data entry, plans review,
<br />GIS mapping, graphics preparation, and development of Straight-Line Diagrams
<br />(SLDs) utilizing MicroStation, AutoCAD, and FDOT’s Auto Diagrammer software.
<br />Manages tasks supporting Linear Referencing System (LRS) mapping, RCI and
<br />HPMS data maintenance, and coordination of public hearings and related planning
<br />support activities. Responsible for overall contract management, staff coordination,
<br />schedule control, and quality assurance to ensure accurate, compliant, and timely
