<br />Mr. Hughes has over 24 years of engineering experience, specifically in the areas
<br />of roadway and transportation design. Prior to joining CTS Engineering, Inc., Mr.
<br />Hughes spent the first 12.5 years of his career with the Florida Department of
<br />Transportation (FDOT) District 4 as a Designer, Lead Engineer, and Assistant
<br />Section Leader for District 4 In-House Design. He worked on and assisted managing
<br />a variety of projects including Safety, RRR, Widening/Reconstruction, Major Bridge,
<br />and Design Build. Mr. Hughes also performed tasks for a variety of projects
<br />including Utility Coordination, Estimates, Value Engineering Studies, Project
<br />Scheduling, and Plans/Permit Reviews. Mr. Hughes was also the District 4 CADD
<br />Graphical User Group and Roadway Technical Advisory Committee Leader. From
<br />2013 to present, Mr. Hughes has served as the Project Manager, Senior Engineer,
<br />Engineer of Record (EOR), and Senior Utility Coordinator for a variety of the FDOT
<br />and County design, planning, and survey/SUE projects. Projects have included
<br />RRR, Widening, Intersection/Interchange Improvements, Safety, Push Button,
<br />Signalization, Lighting, Multimodal Corridor Studies, Transit Improvements, Park &
<br />Ride/Travel Centers, RFP Development, and Joint Lease Agreements. Currently,
<br />Mr. Hughes manages the CTS Design and Geospatial Teams while remaining hands
<br />on with quality control reviews, utility coordination, and CADD including 3D
<br />modeling.

<br />Project Experience
<br />Miami-Dade County Design Services, Miami-Dade County Traffic, District
<br />6. Project Manager. This project includes new intersection construction and a
<br />roadway rehabilitation project involving signalization, lighting, signing, and pavement
<br />marking design. Lighting design includes pedestrian areas, vertical and horizontal
<br />illuminance at intersections, and crosswalks. Several new intersections have been
<br />designed, with various scenarios to accommodate fixtures and mounting heights,

<br />Continuing Services Minor Project Design Consultant (FPID 441946-1;
<br />Contract CA982), FDOT District 4. Project Manager and Engineer of Record.
<br />Contract includes supporting the District 4 Design Office with comprehensive design
<br />services to produce construction contract plans for a variety of projects. Typical
<br />projects include RRRs, Safety Improvements, Corridor Lighting, Bridge
<br />Rehabilitations, and Off-System Mobility Projects. All project plan sets are
<br />developed in CADD utilizing 3D modeling and include utility designates, test holes,
<br />utility coordination, and utility relocations. Primary responsibilities include serving
<br />as Engineer of Record on various individual task work orders, utility coordination,
<br />and quality control reviews of all construction plans, calculations, and technical
