The 60% and 90% design documents will then be submitted to the City for review, comment, and approval. <br />Permitting: After receiving the City’s input on the 30% drawings, Corradino will conduct preliminary meetings with the Agencies Having Jurisdiction. After the city has reviewed and approved the 60% plans, permit applications will be made to the appropriate agencies. Corradino will leverage our long-term relationships with staff at these Agencies to follow up on and expedite all permit approvals. These agencies may include the following: <br />• City of Sunny Isles Beach – Public Works Department • Miami-Dade County, Department of Transportation and Public Works Traffic Signals and Signs Division• Florida Department of Transportation (FDOT)• DERM Paving and Drainage permit• DERM tree permit • South Florida Water Management District• Department of Environmental Protection (FDEP) <br />Preparation of Final Plans/Deliverables: Corradino will meet with representatives of the City to receive their comments on the 90% plans submittal. Following the meeting, Corradino will prepare a written response to comments, make appropriate revisions, and complete the preparation of the deliverables as defined by each work order to include: <br />• Contract documents;• Technical specifications;• Bidding documents; and• Final construction plans in accordance with the city standards. <br />These plans, specifications, and bid documents can be used to solicit competitive bids for construction. <br />Preparation of Opinion of Probable Costs: Construction cost estimates are generally prepared after the design <br />phase is completed to confirm and facilitate the allocation of capital funds. We have extensive experience with construction costs in South Florida, having developed several Engineer Opinions of Probable Cost estimates and compared them with actual construction proposals in Miami-Dade County. The importance of developing accurate construction cost estimates cannot be overstated. Estimates need to be prepared to verify and/or adjust the City’s budget as required. It is also important that these cost estimates account for all possible elements of construction and reflect the current construction market conditions. Corradino will develop cost estimates for the City at every phase submittal and/or when required by the City’s Project Manager. Corradino is familiar with the FDOT Historical Item Average Cost Reports, which present weighted-average unit costs for construction bid items by Market Area. Miami-Dade County is in FDOT Market Area 13, and the Statewide Moving Average Costs will be considered when developing the probable cost opinions for each project. The format for summarizing these probable cost opinions is based on the funding for each construction project. There are certain requirements for certain grant funding, which will be followed as necessary. <br />Cost Control, Cost Estimating and Value Engineering: Corradino understands that successful continuing services contracts require disciplined cost control from the initial development of a Task Work Order through final delivery. Our approach integrates scope definition, cost estimating, schedule management, value engineering, and quality control into a single process that provides the City of Sunny Isles Beach with clear expectations regarding scope, budget, schedule, and deliverables before work begins. For traffic engineering, transportation planning, and transit assignments, we recognize that the most effective cost-control opportunities often occur early—before alternatives are advanced into detailed analysis or design. <br />Value Engineering and Alternative Evaluation: Corradino will incorporate value engineering into the planning and development of alternatives, rather than treating it as a separate exercise performed only after a preferred concept has been established. For each assignment, we will evaluate alternatives based on their ability to satisfy the City’s transportation objective while considering capital cost, life-cycle cost, operations and maintenance, right-of-way impacts, constructability, permitting, safety, multimodal performance, transit operations, and long-term community benefit. There are numerous examples of value-engineering opportunities on this contract and they may include the following: <br />• Optimizing intersection geometry and lane configurations;• Evaluating signalization versus geometric improvements;
