Page 188CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />TAB 4 | APPROACH/METHODOLOGY <br />• Right-sizing roadway, pedestrian, bicycle, and transit improvements;• Evaluating alternative transit stop locations and amenities;• Prioritizing pedestrian and bicycle improvements based on safety and connectivity;• Evaluating traffic-calming treatments based on effectiveness and implementation cost;• Using existing infrastructure and right-of-way where feasible;• Phasing improvements to match available funding;• Identifying low-cost operational improvements before recommending major capital improvements;• Evaluating ITS, signal timing, transit signal priority, and technology solutions against conventional improvements;• Coordinating transportation improvements with planned roadway, utility, drainage, or development projects; and• Developing short-, mid-, and long-term implementation strategies. <br />For transit and mobility assignments, Corradino will also consider service efficiency and operating cost, not simply the initial capital cost. A lower-cost infrastructure alternative that produces greater transit operating costs or fails to meet ridership and connectivity objectives may not represent the best value for the City. Our recommendations will therefore consider the total value of the investment and its ability to achieve the City’s mobility objectives. <br />Lifecycle Cost and Funding Considerations: Corradino will also consider the City’s available funding and implementation strategy when developing recommendations. Where appropriate, we will identify opportunities to phase improvements, coordinate projects with other capital programs, leverage grant funding, or pursue lower-cost operational improvements as an interim solution. For larger transportation or transit initiatives, our team will work with the City to establish a prioritized implementation program that identifies near-term improvements, intermediate investments, and longer-term capital needs. This provides the City with flexibility to advance improvements as funding becomes available while maintaining a consistent long-term transportation vision. <br />Corradino’s goal is not simply to deliver transportation studies and engineering services within budget—it is to help Sunny Isles Beach obtain the greatest transportation benefit from every dollar invested. Our extensive experience delivering continuing professional services for South Florida municipalities enables us to quickly scale the level of effort to the City’s needs, utilize existing information whenever practical, identify risks early, and focus technical resources where they provide the greatest value. <br />Bidding/Award/Notice to Proceed: When the scope of work requires a competitive bid process, Corradino will assist the City with the bid management process, including: <br />• Advertisement;• Pre-bid meeting;• Response to bidders’ questions;• Preparation and issuance of addenda;• Evaluation of bids; and • Preparation of a recommendation for an award for the construction contract. <br />Post-Design Services: Corradino is committed to each project until construction is complete and will respond to any post-design services the City may need. Once all tasks have been completed, the Project Manager will work with the City’s representative to close out the work order, including the punch list process, all required grant applications, and any open permits. <br />Communication Methods: Corradino can provide in-house support staff as necessary. Corradino staff will be equipped with the required technological resources, including a laptop computer, a tablet, a cell phone, and other available communication methods, to provide services efficiently. Cross-communication among the City staff, the in-house support staff, and the consultant will be through regular face-to-face meetings, conference calls, email, and other standard communication methods. The City of Sunny Isles Beach can contact the Project Manager/Single Point of Contact and the Principal-in-Charge directly on their cell phones. <br />Complaint Resolution: Corradino will work closely with the City of Sunny Isles Beach Project Manager on complaints that arise and are brought to the City’s attention. The Corradino Principal-in-Charge and Project Manager will acknowledge the complaint and will immediately address the concern that has arisen. Complaint resolution is successful when open communication with the City Project Manager clarifies and defines the issue, its urgency, and the desired outcome. Corradino will present options to the City Project Manager when feasible. The Corradino Principal-in-Charge and Project Manager will follow up with the City Project Manager after 30 days to ensure there have been no recurrences or new complaints. <br />| ABILITY TO PROVIDE SCHEDULE AND QA/QC <br />Quality Assurance/Quality Control Process - Quality Program (QP) <br />The primary purpose of a QP is to outline guidelines for producing a high-quality set of conceptual plans and
