This plan is a systematic approach to implementing safety countermeasures and policies to reduce and ultimately eliminate fatalities and serious mobility-related injuries in Miami-Dade County. <br />The key objectives of this plan included establishing a methodology to determine priorities for improvements at crash locations, a means for engaging local government and citizenry, and specific guidance on proven safety countermeasures. The strategies necessary to achieve this plan’s goals included the 5 “E” s: Engineering, Enforcement, Education, Encouragement, and Evaluation.
