<br />Phani Allu, PE, PTOE, RSP21, (CTS), brings extensive experience in traffic operations, safety studies, and transportation planning. He has led projects involving traffic signal timing, operational analyses, safety countermeasure identification, and corridor improvement planning for FDOT Districts 4 and 6, Broward County, and multiple local municipalities. His expertise includes using Synchro, HCS, VISSIM, and other modeling tools to evaluate traffic performance and support design decisions. Phani’s experience in safety audits, crash data analysis, and developing cost-effective operational improvements ensures that Sunny Isles Beach projects are designed to enhance safety, mobility, and compliance with state and federal standards.

<br />Gorky Charpentier, PE, CGC, will serve as Lead Civil/Highway/Roadway Design Engineer. Gorky has more than 30 years of experience managing the design and construction of transportation and municipal projects. His experience includes roadway design, traffic control plans, maintenance of traffic planning, utility coordination, and the management of complex transportation improvements for FDOT and municipal clients throughout South Florida. His ability to guide multidisciplinary teams through technically challenging assignments will help ensure successful project delivery for the City.
<br />Steve Hughes, PE, (CTS), offers extensive experience in transportation engineering, including roadway design, safety improvements, multimodal enhancements, and cost estimating. Steve has served as Project Manager and Engineer of Record on numerous FDOT District 4 and 6 contracts, including pushbutton safety projects, complete streets, lighting retrofits, and multimodal corridors. His work includes developing concepts, plans, 3D models, utility coordination, and cost estimates that inform project feasibility and programming. His ability to translate planning concepts into buildable designs ensures early-stage recommendations are accurate, fundable, and aligned with agency expectations.
<br />Michael Melendez, PE, (CTS), offers 27 years of comprehensive experience in planning, design, construction, and maintenance of transportation and civil infrastructure projects. A Broward County native, Michael began his career locally with the Florida Department of Transportation (FDOT), completing the Professional Engineer Training Program and specializing in roadway design. In this role, he served as lead designer on multiple projects, preparing plans, specifications, and estimates, coordinating public involvement, and providing post-design support during construction. Michael’s direct Broward County experience includes more than five years as a senior manager with the Highway & Bridge Maintenance Division (HBMD), where he was entrusted with delivering a challenging $8M capital construction project, overseeing asset management, managing emergency response projects, supporting storm recovery operations, FEMA reporting, designing for maintenance projects, advancing Surtax planning, developing GIS applications, and managing consultant contracts. His role as Construction Project Management Supervisor also involved program budgeting, cost estimating, CPM scheduling, permitting, and plan review.
