Page 77CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />TAB 3 | STAFFING <br />Traffic Signal Retiming/ITS Analysis <br />Gerald Bolden, PE, PTOE, is Vice President and Tennessee Traffic Engineering Division Manager. Gerald will serve as Senior Traffic and Transportation Engineer on this contract. He has 29 years of experience in traffic engineering, transportation planning, intelligent transportation systems (ITS), and geometric design. He typically serves as the project manager and/or engineer-of-record for projects for state, county, and city clients throughout the United States. During his career, he has played a significant role in traffic engineering projects in Alabama, Arizona, Arkansas, Florida, Georgia, Hawaii, Indiana, Kentucky, Mississippi, North Carolina, Tennessee, and Texas. His project experience includes traffic impact studies, traffic signal design, traffic operational analysis, traffic signal timing and optimization, modeling using HCS, CORSIM, and Synchro; adaptive traffic control systems; ITS planning and design; corridor studies; roadway safety audits; interchange studies; benefit-cost analysis; ITS and traffic signal construction management; roadway geometric design; and intersection design, including roundabouts. <br />Transportation Planning/Transit and Multimodal Planning/Complete Streets <br /> Edward Ng, AICP, is the Technical Vice President for Corradino’s Planning Department and will serve as Senior Planner and lead the Urban and Land Use Planning services for this contract. Eddie has relevant experience in DRC plan/traffic reviews, transit planning, economic development, transit-oriented development, and land use planning. His work involves demographic analyses, preparation and updates to comprehensive plans, grant writing, land-use code revisions, geospatial planning analyses, GIS mapping, public outreach, and analyses of traffic facilities and operational data. He specializes in interdisciplinary aspects of planning, including transit-oriented development and Complete Streets. His recent projects have involved land use, transportation, and comprehensive planning services for the Miami-Dade Transportation Planning Organization. Eddie was the project manager for the City of Fort Lauderdale Comprehensive Plan update and the Las Olas Corridor Streetscape projects. <br />Sheng Yang, PE, PTOE, (CTS), brings over 24 years of engineering experience, specializing in PD&E, feasibility studies, traffic engineering, transportation planning, GIS applications, and data analysis. He has delivered a wide range of studies and plans for FDOT, Broward County, the Broward MPO, and numerous local agencies, with expertise in transit corridors, managed lanes, traffic simulation, ITS planning, operational analyses, and technology implementation. <br />Peter Haliburton, CEng, (CTS), brings over 30 years of experience in multimodal transportation planning, transit system development, and corridor engineering, making him well-suited to serve as Transportation Planning Lead. He has directed high-profile initiatives for FDOT, MPO/TPOs, and county agencies, including premium transit, traffic operations, and multimodal integration projects. With expertise in concept development, environmental documentation, feasibility studies, and transit system planning, Peter will guide the planning components of work authorizations to ensure they are data-driven, technically sound, and aligned with the City’s mobility goals. His proven ability to integrate technical analysis with stakeholder priorities will help deliver planning solutions that are both practical and visionary.
