<br />Specialized Engineering Resources
<br />V3 has selected HBC Engineering Company and TLC Engineering Solutions, Inc. because their capabilities directly
<br />complement the architectural services requested by the City.
<br />HBC Engineering Company will provide Structural Engineering Services. HBC brings extensive experience in structural
<br />inspections, condition assessments, existing-building evaluations, structural analysis and design, rehabilitation, strengthening,
<br />repair design, foundations, structural documentation, and construction-phase support. HBC’s personnel have worked
<br />extensively with public agencies throughout Miami-Dade, Broward, Palm Beach, and other Florida counties. This experience
<br />will be valuable for assignments involving existing facilities, structural repairs, recertification-related evaluations, rehabilitation,
<br />new construction, or phased improvements.
<br />TLC Engineering Solutions, Inc. will provide Mechanical, HVAC, and Plumbing Engineering Services. Founded in 1955,
<br />TLC offers substantial building-systems expertise and the resources of a nationally recognized engineering practice. TLC’s
<br />services may include existing-system assessments, HVAC design and replacement, plumbing engineering, equipment
<br />modernization, system controls coordination, energy-efficiency evaluation, construction documents, permitting assistance,
<br />and construction-phase support. TLC’s experience with municipal facilities, public-safety buildings, renovations, occupied
<br />facilities, commissioning, and sustainable design strengthens the team’s ability to provide practical and maintainable building-
<br />system solutions.
<br />V3 will manage HBC and TLC as part of one integrated project team. The City will have a single point of contact and one
<br />Prime Consultant accountable for scope, schedule, communication, consultant coordination, document quality, and delivery.
<br />Quality, Cost, and Schedule Accountability
<br />V3’s project-delivery approach emphasizes early project definition, clear communication, disciplined consultant coordination,
<br />milestone reviews, and proactive resolution of issues. Each assignment will begin with confirmation of the City’s objectives,
<br />scope, available information, budget, schedule, operational constraints, and required disciplines.
<br />Quality Assurance and Quality Control will be incorporated throughout the design process rather than limited to a final
<br />review. V3’s QA/QC process will include architectural review, interdisciplinary coordination, code and accessibility review,
<br />constructability evaluation, consistency between drawings and specifications, and verification that City and permitting-agency
<br />comments have been addressed.
<br />The team will also monitor decisions affecting construction cost and schedule. Design alternatives will be evaluated in relation
<br />to first cost, long-term maintenance, durability, energy use, constructability, and operational value. When challenges arise,
<br />V3 will communicate them promptly, identify available solutions, and work with the City to establish an informed path forward.
<br />V3’s current workload is distributed across schematic design, construction documents, permitting, and construction
<br />administration. Because these assignments are progressing on staggered schedules, V3 can allocate staff strategically as
<br />projects transition from intensive design into permitting and construction-phase services. This flexible structure, combined
<br />with the additional resources available through HBC and TLC, allows the team to accommodate concurrent and time-sensitive
<br />City assignments while maintaining principal-level oversight.
<br />Proven Client Satisfaction
<br />V3’s commitment to service is supported by recent evaluations from governmental clients. Miami-Dade County rated V3 10 out
<br />of 10 for the success of its services, personnel competence and accessibility, commitment to the assignment, and adherence
<br />to reporting requirements. The County also confirmed that it would use V3 again. The City of Doral rated V3 Excellent in
<br />every evaluated category and specifically recognized the team’s ability to listen to the City’s needs, develop thoughtful design
<br />solutions, and communicate clearly throughout the project process. The City stated that it would not hesitate to work with V3
<br />again on future assignments.
