V3 maintains Florida architectural firm authorization AA26002069. Its proposed architectural leadership includes registered
Florida architects and a LEED Accredited Professional. Applicable firm and individual licenses are included elsewhere in
this proposal.
V3 has performed services for or in association with municipalities, county departments, transportation agencies, housing
authorities, and other governmental organizations, including:
• City of Doral
• City of Miami Beach
• Miami-Dade County
• Miami-Dade County Parks, Recreation and Open
Spaces
• Miami-Dade County Internal Services Department
• Miami-Dade Public Housing and Community
Development
• Miami-Dade County Department of Transportation and
Public Works
• Florida Department of Transportation
• Hialeah Housing Authority
• Regional transportation agencies
V3’s relevant assignments include municipal office improvements, public restrooms, public parks, transportation facilities,
façade repairs, building-system improvements, resiliency upgrades, accessibility improvements, and renovations
within existing public facilities. Quality Assurance and Quality Control will be led by an experienced V3 principal and
Florida-registered architect. Reviews will be incorporated at appropriate project milestones and will address document
completeness, interdisciplinary coordination, code compliance, constructability, consistency between drawings and
specifications, and incorporation of City and agency comments. This combination of local availability, direct principal
involvement, public-sector experience, and multidisciplinary project management makes V3 well suited to serve as the
City’s architectural Prime Consultant.
HBC STRUCTURAL ENGINEERING QUALIFICATIONS
Founded in 2006, HBC Engineering Company is a Florida-based multidisciplinary engineering consulting firm providing
planning, design, engineering, inspection, and construction-related services to public- and private-sector clients. HBC
has more than 80 engineers and technicians and brings experience with municipal facilities, transportation infrastructure,
water and wastewater infrastructure, buildings, foundations, bridges, retaining structures, and existing-facility evaluations.
HBC personnel have supported public entities including:
• Florida Department of Transportation
• Miami-Dade County Department of Transportation and
Public Works
• Miami-Dade County Water and Sewer Department
• PortMiami
• Palm Beach County Water Utilities Department
• Florida’s Turnpike Enterprise
• Greater Miami Expressway Agency
• Other municipal and regional governmental agencies
For this contract, HBC will provide Structural Engineering services under V3’s direction. HBC’s qualifications include
both new structural design and evaluation of existing facilities, which is particularly valuable under a continuing-services
contract where assignments may range from a limited inspection or repair recommendation to a complete structural
design.
HBC’s proposed capabilities include structural inspections, condition assessments, analysis and design, foundation
design, rehabilitation, repair, strengthening, structural documentation, constructability review, QA/QC, and construction-
phase support.
HBC is a minority-owned, Florida-registered engineering consulting firm with multiple disadvantaged, minority, and
small-business certifications. The firm’s technical depth, public-sector experience, and ability to respond to demanding
schedules complement V3’s architectural and project-management resources.
Detailed information regarding HBC’s proposed Structural Engineering personnel, roles, qualifications, licenses, and
resumes is provided in Section 3 – Staffing.
