<br />Michael Cartossa has 14 years of experience as a civil engineer. Since 2012, he has worked on numerous land development projects in both the private and public sectors. Today, Mike serves as a Project Manager leading complex, large-scale water and wastewater infrastructure projects for municipalities throughout South Florida's tri-county area. His expertise includes the planning, design, and delivery of public utility improvements such as water main replacements, systemwide water distribution upgrades, gravity and pressurized sewer extensions, and lift station rehabilitations. Mike’s work supports long-term resiliency, regulatory compliance, and the modernization of critical public infrastructure across South Florida. In addition to his extensive municipal experience, Mike’s background includes the design and permitting of private-sector residential and commercial developments, including aviation facilities, shopping centers, fueling stations, banks, car dealerships, restaurants, and storage facilities. Mike excels in project management, multi-agency coordination, technical design oversight, permitting strategy, and quality control. He leverages a strong command of industry-standard software platforms including AutoCAD, MicroStation, EPANET, and various hydraulic modeling programs to guide projects from due diligence and conceptual planning through final design and construction closeout.

KEITH, as subconsultant, is assisting the Client in developing a KEITH Campus project including design and construction of a new warehouse and showroom building. KEITH is providing full services to the Client including survey/SUE, planning, civil and traffic engineering, landscape architecture, utility coordination, and construction management. The KEITH Team is assisting the Client in managing its trans-disciplinary team in preparation of sketch and legal descriptions, site plan processing and coordination, processing and coordination of permitting through the City of Lake Worth Beach Planning and Zoning Department, paving, grading, and drainage, water distribution and sanitary sewer, erosion control, engineering permitting, hardscape design, landscape and irrigation plans, tree inventory and analysis, and construction observation and certification for the new Education Foundation building.
<br />PBC Medical Examiners Office Expansion, West Palm Beach, FL: Civil Engineer.KEITH, as subconsultant, is assisting the Client with a KEITH Campus/KEITH Life project including the redevelopment and expansion of the Palm Beach County Medical Examiner’s Office Building. The project involves the construction of a 10,000-SF administrative building, conversion of the existing 5,815-SF administrative building into morgue space, and a new 100-space parking garage. KEITH provides civil engineering, survey, SUE, landscape architecture, and construction administration services to the Client. The KEITH Team is assisting the Client in planning and zoning, boundary and topographic survey, horizontal designation and location services, SUE conditions, utility mapping, preliminary civil engineering design plans, construction documents including paving, grading and drainage plans, pavement marking and signing plans, water distribution and sanitary sewer plans, erosion control plans, engineering permitting, conceptual landscape plans, tree inventory and appraisal by in-house certified arborist, landscape construction documents, and construction observation, inspections, and final certification.
