4. Each review will evaluate: Scope compliance Technical accuracy Interdisciplinary coordination Code compliance Constructability Cost alignment Permit readiness Bid clarity Incorporation of City comments Phase 5: Permitting & Bidding WAD and its consultants will coordinate permit submissions and respond to comments from the City, Miami-Dade County, DERM, FDOT, DEP, and other authorities having jurisdiction, as applicable. During bidding, WAD will assist the City by: Preparing the final bid documents Attending pre-bid meetings Responding to bidder questions Preparing addenda and clarifications Reviewing substitution requests Evaluating bids Assisting with contractor selection and award recommendations Phase 6: Construction Administration During construction, WAD will help the City verify that the work is progressing in general ac- cordance with the contract documents. Services may include: Preconstruction and progress meetings Site observations and field reports Submittal and shop-drawing reviews Responses to requests for information Review of contractor payment applications Evaluation of proposed change orders Review of substitutions Punch-list inspections Substantial and final completion reviews Closeout and record-document coordination Phase 7: Closeout WAD will coordinate project closeout by confirming completion of outstanding items and re- viewing required closeout documentation.
