Significant changes will be identified and explained to the City. <br /> <br />If the projected cost exceeds the established budget, WAD will not wait until bidding to ad- <br />dress the issue. The team will evaluate: <br /> <br />Scope priorities <br />Material and system alternatives <br />Constructability <br />Phasing opportunities <br />Life-cycle cost <br />Energy and maintenance requirements <br />Bid alternates <br />Available contingencies <br /> <br />Recommendations will be presented to the City in a clear decision format identifying the esti- <br />mated cost effect, operational effect, schedule effect, and advantages or disadvantages of <br />each option. <br /> <br />4.6 CONSTRUCTION-PHASE COST CONTROL <br /> <br />During construction, WAD will assist the City in monitoring payments, proposed changes, al- <br />lowances, and remaining contingency. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />WAD will provide the City with a written recommendation before approval.
