<br />As Senior Traffic Engineer, Dr. Saad supported this Local Agency Program (LAP), grant-funded project enhancing
<br />pedestrian and bicycle connectivity along SR-7/US-441, including new sidewalk, Shared-Use Paths linking parks
<br />and residential areas, high-emphasis crosswalks with lighting, pedestrian signalization upgrades, a midblock
<br />Rectangular Rapid-Flashing Beacon crossing, drainage solutions, and landscaping, demonstrating complete
<br />streets delivery under LAP requirements.

<br />Plan to Advance Bikeways in Miami-Dade County
<br />As Project Manager, Dr. Saad directs a plan to enhance connectivity and accessibility of existing bikeways to
<br />schools through Safe Routes to Schools and Parks, improve transit access, and improve bicyclist safety in
<br />alignment with Miami-Dade's Vision Zero initiative. The work involves literature review, a three-tiered candidate
<br />selection approach, existing conditions assessment, infrastructure gap identification, safety analysis, first and
<br />last-mile access evaluation, and a full connectivity and equity assessment with improvement recommendations.

<br />Dr. Saad conducted VISSIM microsimulation analyses for the Beach Corridor to determine the safety and
<br />operational effects of various improvements and optimize signal timing for future years. As part of the SMART Plan
<br />adopted by the Miami-Dade Transportation Planning Organization, the project examined a rapid transit connection
<br />between the Miami Design District and Downtown Miami and the Miami Beach Convention Center area, a coastal
<br />multimodal transit corridor.

<br />along Boynton Beach Blvd between NW 3rd St and US-1/Federal Hwy
<br />As Senior Traffic Engineer, Dr. Saad oversaw traffic engineering support for construction engineering and inspection
<br />(CEI) of complete streets improvements including landscape enhancements, retrofit lighting, signing and pavement
<br />markings, reconstruction, milling and resurfacing, and sidewalk and drainage modifications. He addressed utility
<br />conflicts, maintenance of communications, coordination with adjacent projects, temporary traffic control plans,
<br />and Intelligent Transportation System Facility Management records, pairing CEI with complete streets delivery.
