<br />As Project Administrator, Rodolfo manages documentation, tracks progress, and ensures contract compliance for
<br />this critical component of Miami-Dade's Ocean Outfall Legislation compliance program. He coordinates with the
<br />contractor, County representatives, and inspectors to ensure timely submittals, RFI responses, and pay application
<br />processing, and maintains records while monitoring construction, including demolition, site development, utility
<br />relocation, reuse and HVAC pipeline installation, and construction of a new electrical annex building.

<br />Seminole Tribe of Florida (STOF), Traffic Operations and Safety Study
<br />As Data Collection Team Leader, Rodolfo led the data collection supporting traffic operation simulations and
<br />safety studies for eleven intersections along SR-7/US-441 from Sheridan Street to Oakes Road, in a form suitable
<br />for FDOT consideration. This included collecting and analyzing Turning Movement Counts and Origin-Destination
<br />data and collecting spot speed data for Target Speed Studies at two locations.

<br />Florida's Turnpike Enterprise (FTE), Systemwide Queue Warning on SR-91 and SR-429
<br />As Project Administrator, Rodolfo manages CEI services, including ITS inspections, ensuring construction conforms
<br />to FDOT guidelines, plans, and specifications for installation of Queue Warning Systems (CCTV, MVDS, DMS,
<br />fiber optic cable, and WWVDS). He assures contract compliance, reviews daily work reports, coordinates and
<br />negotiates pay item quantities and extra work, manages progress meetings, and processes monthly estimates,
<br />progress reports, work orders, and supplemental agreements.

<br />As Data Collection Lead, Rodolfo led the traffic data collection for this municipal corridor project, including 24-hour
<br />counts, Turning Movement Counts, drone videos, traffic forecasting to a 20-year horizon, signal warrant analysis,
<br />and signal timing analysis for East Palm Drive. A Synchro model was then used to determine lane requirements,
<br />optimize signal timings, and estimate intersection and arterial Levels of Service and delays based on forecasted
<br />traffic.

<br />Seminole Tribe of Florida (STOF), Task Work Order No. 4: In-House Roadway Design and CEI Services
<br />As in-house consultant, Rodolfo supported the Public Works Department in resolving technical issues on
<br />transportation projects across the Seminole reservations, procured new infrastructure projects, and managed
<br />emergency projects. He inspected work by prequalified contractors, monitored progress and schedules, performed
<br />utility coordination with local agencies, and developed base plan processes for the procurement and bidding of
<br />new design, construction, and CEI projects.
