HBC Engineering Company | 141 <br />Jay McGuinness, IMSA I <br />CEI Inspector <br />Jay has significant Construction Engineering and Inspection (CEI) <br />experience in the highway construction industry. He has worked with <br />qualified Florida Department of Transportation (FDOT) contractors and <br />understands the various items of required work. Jay has also developed <br />an intimate knowledge of FDOT standards plans and specifications. As <br />an experienced CEI Inspector, Jay is a dependable team player with a <br />proven track record of success in roadway, earthwork, utilities, drainage, <br />and general infrastructure. He has a meticulous attention to detail and a <br />proactive mindset. Jay is always seeking opportunities to improve processes <br />and workflows for the benefit of the team and project. Jay is conscientious, <br />hardworking, and excels at multitasking in fast-paced environments. <br />MDC-WASD, CEI Services for the North District Wastewater <br />Treatment Plant (NDWWTP) Effluent Pump Station - Electrical Building <br />Improvements. <br />CEI Inspector responsible for monitoring construction activities and ensuring <br />compliance with project plans, specifications, and applicable codes, which <br />is a key component of MDC’s Ocean Outfall Legislation (OOL) Program. <br />Jay performed daily site inspections, documented work progress, verified <br />materials and workmanship, and coordinated with contractors to resolve field <br />issues promptly. This project included significant site development and utility <br />work, such as clearing and grubbing, demolition, monitoring well relocation, <br />earthwork, Milling and Resurfacing (M&R), new pavement, sidewalks, and <br />concrete restoration. Jay oversaw the installation of key pipelines, including <br />a 16” diameter reuse line and a 4” Heating, Ventilation, and Air Conditioning <br />(HVAC) line; inspected structural and architectural elements related to <br />the construction of a new electrical annex building, including concrete <br />foundations, columns, staircases, and associated infrastructure; monitored <br />mechanical and electrical improvements involving new effluent pumps; and <br />upgraded electrical switchgear, motor control centers, pump drives, and <br />re-routed controls. This $39M–$47M project supports the future delivery of <br />treated effluent to a High-Level Disinfection (HLD) facility and injection wells, <br />advancing MDC’s environmental goals. <br />Location: North Miami Beach, FL.
