<br />City of West Park, SR-7/US-441 Pedestrian Lighting from County Line Rd to Pembroke Rd
<br />As Engineer of Record, Orlando led the design and preparation of a complete set of construction documents and
<br />incidental engineering services for FPL pedestrian lighting improvements along the east side of SR-7/US-441 within
<br />the City of West Park. He obtained approvals and permits from Authorities Having Jurisdiction, reviewed crash
<br />history, performed photometric analysis, developed report warrants and lighting plans, and coordinated with FPL
<br />to deliver municipal pedestrian lighting.

<br />City of Pembroke Pines, Street Lighting Inventory and Illumination Levels Study
<br />As Project Manager and Lighting Engineer, Orlando directed a citywide effort to enhance roadway lighting
<br />standards, establishing illumination criteria and minimum levels, conducting a GIS-based inventory of over 3,000
<br />FPL light poles to build a geodatabase, and preparing a photometric study of light intensity and uniformity across
<br />city-owned streets. He evaluated and prioritized infrastructure improvements, reviewed LED applications, and
<br />developed a roadway lighting policy, resident street light request procedure, and long-term lighting strategy report
<br />for the City.

<br />As Lighting Engineer of Record, Orlando led the design of lighting improvements at 21 signalized intersections along
<br />the SR-7/US-441 corridor, retrofitting High-Pressure Sodium luminaires with energy-efficient LED luminaires and
<br />installing new poles with LED and FPL luminaires to meet roadway and pedestrian lighting criteria. He coordinated
<br />across multiple disciplines, municipalities, and FPL to improve visibility, transit operations, and the overall
<br />experience for corridor transit users.

<br />Miami-Dade County Department of Transportation and Public Works (MDC-DTPW), NW 84th Ave
<br />Reconstruction from NW 58th St to NW 74th St Design-Build Project
<br />As Lighting Engineer of Record, Orlando led the roadway lighting analysis, design, and construction plans for the
<br />reconstruction of approximately one mile of NW 84th Avenue, expanding a 2-lane roadway to a 4-lane section with
<br />a two-way left-turn lane. He coordinated with Florida Power & Light (FPL) and the Federal Aviation Administration
<br />(FAA) to locate the new lighting system and avoid conflicts with overhead utilities, on a project that included a new
<br />closed drainage system, a stormwater management facility, signalized intersection upgrades, a new street lighting
<br />system, multi-agency permitting, and utility coordination.
