East 6th Avenue Drainage Improvements Project <br />City of Homestead Public Works Department <br />HBC Engineering Company is serving as Prime Consultant to the City <br />of Homestead for the evaluation, design, and preparation of plans and <br />technical specifications for the East 6th Avenue Drainage Improvements <br />Project, a transformative corridor improvement along East 6th Avenue from <br />SW 328th Street to N. Homestead Boulevard, performed under the City’s <br />Professional Architectural & Engineering Services Continuing Contract (RFQ <br />#202509). <br />The improvements include roadway widening along E. Mowry Drive and East <br />6th Avenue with curb and gutter, sidewalk, a 10-foot multi-use path, raised <br />landscaped medians, a new closed drainage system with french drains, <br />canal bank improvements, signalization, decorative pedestrian lighting <br />coordinated with Florida Power & Light (FPL), and ADA-compliant curb <br />ramps and detectable warning surfaces at street intersections, all within <br />City-owned right-of-way and in accordance with current ADA and FDOT <br />standards. <br />HBC is also performing a corridor traffic analysis, including turning <br />movement and 24-hour volume counts, Synchro capacity analysis and <br />VISSIM microsimulation of the AM and PM peak periods, a MUTCD signal <br />warrant analysis at US-1 and SE 6th Avenue, and intersection evaluations <br />covering turn lane requirements, queue storage, and roundabout feasibility. <br />Deliverables include the preliminary design concept, typical section <br />package, initial 45% engineering plans, an opinion of probable construction <br />cost in FDOT bid tab format, preliminary drainage analysis meeting MDC <br />DERM and SFWMD requirements, preliminary lighting photometrics, and a <br />traffic engineering technical memorandum. <br />Location <br />Homestead, FL <br />Dates <br />2026-Ongoing <br />Budget <br />HBC Fee: $98,933 <br />Reference <br />Cairo Cangas <br />CCangas@homesteadfl.gov <br />Key Components <br />Roadway widening, Closed <br />drainage system with french <br />drains, Signalization and <br />FPL decorative lighting, 10-ft <br />multi-use path, Canal bank <br />improvements, Traffic analysis <br />(Synchro/VISSIM)
