HBC Engineering Company | 30
Design Build Services for the Central District
Wastewater Treatment Plant (CDWWTP) Oxygen
Production Facility
Miami-Dade Water & Sewer Department
As part of Miami-Dade County’s infrastructure modernization efforts, HBC
played a key role in the design-build project for the new Oxygen Production
Facility at the Central District Wastewater Treatment Plant (CDWWTP). This
facility was designed to replace aging oxygen production systems with state-
of-the-art Vacuum Pressure Swing Adsorption (VPSA) technology, ensuring
reliable and continuous oxygen production to support wastewater treatment
operations. The project enhanced environmental compliance and supported
sustainable growth for the region while meeting stringent EPA Consent
Decree requirements.
HBC was responsible for the civil engineering design, construction
management, project control, scheduling, and coordination across multiple
disciplines, ensuring seamless project execution.
Key elements included:
• Site Development & Civil Engineering – Designed and executed site
layout, clearing and grubbing, pavement design, and civil/site dimension
control.
• Drainage & Stormwater Management – Developed a swale and
exfiltration trench system to mitigate stormwater runoff and ensure
Location
Miami, FL
Dates
03/2019 - 06/2022
Budget
HBC Fee: $150K
Construction Cost: $58M
Reference
Warren Howard
(954) 300-6479
warren.howard
@aecom.com
Key Components
Site development,
drainage and stormwater
management, structural
coordination, electrical and
mechanical coordination,
construction engineering,
project scheduling and
compliance.
2021 Project of the Year Category III
Cuban American Association of Civil Engineers
