HBC Engineering Company | 44 <br />CEI Services for FDEP Grant Funded 12” Reclaimed <br />Water Main 2-Mile Expansion for Area 10 <br />City of Delray Beach <br />HBC provided full Construction Engineering and Inspection (CEI) services <br />for this complex, multiphased utility infrastructure project located <br />within the City of Delray Beach and funded by a Florida Department of <br />Environmental Protection (FDEP) Grant. Spanning two distinct phases and <br />covering various urban locations, this project included the installation of <br />over 7,500 linear feet of 12” and 6” diameter High-Density Polyethylene <br />(HDPE) water main using both Horizontal Directional Drilling (HDD) <br />and open cut methods. The scope also included the reconstruction of <br />sidewalks, driveway connections, pavement restoration, and coordination <br />with existing utilities throughout the corridor. A particularly critical <br />component of this project involved proactive coordination with the Florida <br />East Coast (FEC) Railway for the water main installation beneath the active <br />railway tracks. HBC’s CEI team, led by Christopher Soto, ensured the <br />precise documentation of daily construction activities, coordinated utility <br />adjustments, and managed contractor compliance with specifications <br />and permitting requirements. The team also conducted biweekly progress <br />meetings with the City and stakeholders to provide updates, resolve <br />issues proactively, and maintain quality control.
