<br />Edgar specializes in civil engineering, construction management, and utility
<br />infrastructure, applying nearly four decades of experience to large-scale
<br />public works and transportation projects. He has led multidisciplinary teams
<br />in the planning, design, and construction of complex roadway systems
<br />including signalization, lighting, and drainage, as well as pump stations
<br />and force mains. Edgar has delivered high-impact projects for clients such
<br />as FDOT, Palm Beach County, Miami-Dade County, and the Miami-Dade
<br />Water and Sewer Department, including numerous CEI complete streets and
<br />pedestrian corridor efforts. Proficient in utility coordination, project controls,

<br />Palm Beach County, CEI Services for Westgate Ave Lane Repurposing
<br />and Infrastructure Enhancements
<br />As Principal in Charge, Edgar directs Construction Engineering and Inspection
<br />(CEI) services for the repurposing of Westgate Avenue from five lanes to
<br />three from Wabasso Drive to Congress Avenue. The complete streets effort
<br />adds designated bike lanes and widened sidewalks to improve safety and
<br />accessibility for all road users. Work includes utility relocations, installation of
<br />a new storm drain system, milling and resurfacing, pedestrian improvements,
<br />and new landscaping to create a more inviting streetscape.

<br />Palm Beach County, Seminole Boulevard Multi-Use Trail and Pedestrian
<br />Lighting LAP Project
<br />Edgar serves as Principal in Charge overseeing CEI for lighting aesthetic
<br />upgrades with designer poles, widening of concrete sidewalks from 6 feet
<br />to 12 feet to accommodate pedestrians and cyclists, and drainage upgrades
<br />including 30-inch and 18-inch French drains with supplemental manhole
<br />structures. Steel guide rails and full-width detectable surfaces were installed
<br />to meet ADA requirements alongside the lighting improvements. He oversees
<br />daily reports, MOT and SWPPP checks, RFI and change order resolution, and
<br />conformance of all submittals with Local Agency Program (LAP) requirements.

<br />Boynton Beach Blvd from NW 3rd St to U.S. 1 LAP Project
<br />Edgar led CEI services as Principal in Charge for this Local Agency Program
<br />complete streets project on Boynton Beach Boulevard from NW 3rd Street to
<br />U.S. 1/Federal Highway. Improvements included landscape enhancements, retrofit lighting, signing and pavement
<br />markings, reconstruction, milling and resurfacing, and sidewalk and drainage modifications. He managed utility
