<br />As Engineer of Record, Edgar led the design and implementation of drainage and roadway improvements to resolve
<br />persistent flooding from a deteriorated drainage system in a Miami-Dade County residential community. He
<br />prepared updated drainage calculations, developed construction documents, and secured all necessary agency
<br />permits. He oversaw construction of drainage infrastructure upgrades and full roadway milling and resurfacing,
<br />provided quality assurance across all phases, and ensured regulatory compliance and schedule adherence.

<br />City of Pembroke Pines, Street Lighting Inventory and Illumination Levels Study
<br />Edgar served as Project Engineer establishing illumination criteria and minimum lighting levels, compiling a detailed
<br />inventory of existing street lighting, and preparing a citywide photometric study of light intensity and uniformity. He
<br />developed a geodatabase of more than 3,000 FPL light poles using GIS tools, evaluated and prioritized infrastructure
<br />improvements, and prepared a Roadway Lighting and Policy Development Report. He also created the Resident
<br />Streetlight Request procedure and a Roadway Lighting Policy and standard for the City.

<br />MDC-DTPW, Design-Build Services for NE 2nd Avenue Reconstruction from NE 69th St to NE 84th St
<br />As QA/QC Manager, Edgar oversaw design quality for the reconstruction of NE 2nd Avenue, which added decorative
<br />lighting throughout the corridor along with bike lanes, street parking, and pavement reconstruction. The project
<br />required design for drainage, lighting, signalization, and roadway reconstruction, an enhanced storm sewer
<br />system, curb and gutter repairs, sidewalk reconstruction, and intersection signalization. He directed coordination
<br />across roadway, signalization, S&PM, lighting, landscaping, drainage, water main, and environmental disciplines
<br />while maintaining schedule.

<br />FDOT District 4, S.R. A1A from South of Jasmine Ln to North of S.R. 60/Beachland Blvd
<br />As Project Engineer, Edgar led design on this coastal S.R. A1A corridor, which included milling and resurfacing,
<br />repair of damaged sidewalks, addition of bike lanes, construction of new sidewalk at a gap location on the east
<br />side, lighting retrofits at the signalized S.R. A1A and Beachland Boulevard intersection, and new lighting for two
<br />midblock crosswalks at Iris Lane and Dahlia Lane.

<br />Palm Beach County, CEI Services for the S.R. 7/U.S. 441 and Weisman Way Intersection Improvements
<br />As Principal in Charge, Edgar oversees CEI services for the milling and resurfacing of Weisman Way, roadway
<br />widening between the Walmart driveway and S.R. 7/U.S. 441, construction of new sidewalks and curbs, drainage
<br />system upgrades, installation of street lighting, traffic signal upgrades, and new pavement markings. He directs
<br />monitoring of construction activities, verification of compliance with design specifications and safety standards,
<br />and resolution of issues arising during construction.
