crossing. This project also incorporated effective drainage solutions, including culvert crossings under, with
additional flumes and curb inlets along S.R. 7/U.S. 441. Pedestrian-focused lighting will illuminate key crosswalk
crossings. Landscaping improvements, including selective clearing and grubbing and a tree disposition plan,
revitalized certain areas.
MDC-DTPW, NE 2nd Ave Reconstruction from NE 20th St to NE 36th St Design-Build Project.
Signalization Engineer of Record responsible for designing and implementing traffic signal system improvements
at four signalized intersections along the NE 2nd Avenue corridor. This 1.09-mile roadway reconstruction project
expands the existing two-lane roadway to include a Two-Way Left-Turn Lane (TWLTL) and 6’ buffered bike lanes
in each direction. The signalization scope includes replacing mast arms, signal heads, and pedestrian signals;
upgrading vehicle detection systems with loop detection and advanced video detection technology; installing
new underground conduit and cabling infrastructure; integrating Automated Traffic Signal Performance Measures
(ATSPM) for real-time traffic monitoring and optimization; and, ensuring compliance with MDC-DTPW and FDOT
standards for long-term system reliability.
MDC-DTPW, Design-Build Services for NE 2nd Ave Reconstruction from NE 69th St to NE 84th St.
Roadway Engineer of Record (EOR) responsible for the widening and reconfiguring design of 5,016’ of this four-
lane, undivided roadway segment. This corridor is generally commercial and light industrial, with some residential
areas. The improvement design included the addition of bike lanes, street parking, pavement reconstruction, an
enhanced storm sewer system, curb and gutter repairs, sidewalk reconstruction, new pavement, horizontal and
vertical geometry, side street and plateau intersection signalization, Signing and Pavement Marking (S&PM), and
the preparation of Temporary Traffic Control Plan (TTCP). Coordination was also provided between all design
disciplines, including roadway, signalization, S&PM, street lighting, landscaping, drainage, water main lines,
utilities, and environmental, while maintaining the project on schedule. Jose performed the pavement design and
calculations. This project also included extensive public involvement and utility coordination. The TTCP involved
shifting traffic, as required, to facilitate construction through a railroad crossing, while maintaining the existing
railroad crossing gate. This required coordination with the railroad company and a provision in the design for a
railroad flagger during construction.
MDC-DTPW, Design-Build Services for NW 84th Ave Reconstruction from NW 58th St to NW 74th St.
Signalization Engineer of Record (EOR) responsible for designing and implementing traffic signal system upgrades
at two signalized intersections along NW 84th Avenue. This 1-mile roadway reconstruction expands the existing
two-lane roadway to a four-lane configuration with a Two-Way Left-Turn Lane (TWLTL), where Right-of-Way (ROW)
is available. The signalization scope includes replacing traffic signal controller cabinets and mast arms, developing
a comprehensive Signal Operating Plan (SOP) to optimize intersection operations, and installing advanced video
detection systems to enhance traffic monitoring and efficiency.
