RFQ # 936-11270 City of Fort Lauderdale 44

Ms. Faith Samuels
A/E Consultant Selection Coordinator
PortMiami Federal Inspection Facility
To provide the highest levels of professional expertise regarding transportation planning, electrical and civil
engineering as well as other design disciplines and ITS technology integration, BEA has teamed with the premier
south Florida transportation planning and civil engineering design firm of Keith and Associates, Inc.. Keith’s principals
bring to BEA’s team and to Miami-Dade Seaport PortMiami Federal Inspection Facility project the requisite depth of
transportation planning knowledge, engineering experience, technical expertise and local knowledge concerning
major transportation issues associated with PortMiami and their impact on current and expected port cargo traffic
demands.Keith’s intimate knowledge of these issues is essential to professionally assess and arrive at the
appropriate planning and design solutions necessary for the PortMiami Federal Inspection Facility.
Additionally, BEA has teamed with TLC for Architecture who has been tasked with the structural, mechanical,
electrical engineering, fire protection, communications and LEED components of the PortMiami Federal Inspection
Facility project. Laura Llerena and Associates was brought into BEA’s team to provide landscape, xeriscape and
related services in support of the scope of work associated with development of the PortMiami Federal Inspection
Facility. All sub-consultants have worked in the past with BEA on numerous projects throughout south Florida for
Miami Dade County as well as for other local and state of Florida agencies.
BEA has developed and maintained a reputation as the world’s leading port planner and cruise/cargo terminal
designer, and our designs are grounded in the ever-changing market patterns and security conditions associated with
cargo and cruise port operations. BEA’s planning and design for cargo facilities at PortMiami and Port Everglades
are just a couple of examples of maritime transportation projects that not only provided first of its kind ITS technology
as well as integration with U.S. Department of Homeland Security and U.S. Department of Agriculture programs to
operate and communicate seamlessly. BEA has proven and factual working experience to be able to draw on similar
installations when reviewing designs with representatives from facilities planning staff at Miami-Dade County
Seaport, the major container cargo operators as well as local, state and federal authorities having jurisdiction over
the scope of the PortMiami Federal Inspection Facility projects.
Relative to BEA’s planning and design solution for each of the three cargo projects’ experience cited herein, all have
resulted in streamlining the cargo thru-put process; thus saving time, reducing operational costs and increasing
operational efficiencies for the operators. Our daily working and personal relationships with decision-makers at
PortMiami, Miami-Dade County, U.S. Homeland Security offices and CBP operations as well as local, state and
federal permitting agencies and container cargo terminals allows us to innovate alongside ever-changing ITS
technology developments needed for such a project.
Sustainable Design
At BEA we are committed to sustainability. BEA’s Principal-in-Charge Bruno Ramos is a LEED accredited
professional. Our office, built in 2008, has been designed by LEED standards. For example, we have selected
impervious parking lot pavers and native vegetation that aid in water conservation. In addition, we are members of
the local chapter of the United States Green Building Council (USGCB). We have worked with clients pursuing LEED
Certification such as the Virginia Key Beach Museum for the City of Miami and The James Hotel South Beach, both
for a Silver Rating. Sustainability is integrated to the project from its inception and is built along the way as the project
is developed, so it becomes part of the natural ongoing development process and daily conversations. It’s embedded
with everything else, rather than a stand alone component. We find this is the best way to integrate sustainability.
In addition, for sustainability to minimize any potential impact to the project budget and to be more effective in its
implementation, it has to be incorporated from the onset of the project as Green choices tend to have an impact on
several disciplines at once. We develop sustainability through a comparative analysis as design progresses, in which
we present different alternatives to the clients with potential cost and other implications, in this way our clients are
informed and evaluate sustainability issues from every angle.
Sustainable Design
At BEA we are committed to sustainability, having reached the goal in 2009 that all senior associates and partners
must be LEED certified.
