AECOM RFQ No. 15-04-01 <br />by Owners, peer groups and industry. Scott has <br />participated on various Municipal Complexes. Scott <br />will lead the design team’s efforts and be primarily <br />responsible for the overall “image” of the new <br />Municipal Complex. The Principal-in-Charge, Agustin <br />Barrera, will be the individual ultimately responsible <br />for the project. Mr. Barrera will be involved with both <br />the client and members of the Project Team. He will <br />participate in key project meetings and provide the <br />leadership and direction necessary to ensure the <br />project schedule is met. Our Project Manager, Nina <br />Gladstone will work very closely with the entire <br />team on a daily basis. Ms. Gladstone, Mr. Tao and <br />Mr. Barrera have all worked together as a unit on <br />several Municipal projects in the past and represent <br />a core team with proven chemistry that is both <br />knowledgeable and experienced in this unique building <br />type. Resumes detailing the relevant experience of <br />these three individuals, along with the resumes of the <br />other members of our Project Team can be found in <br />Section 02, Firm and Team Qualifications. <br />Project Schedule <br />Through discussions with you, a master activity list <br />and project schedule will be prepared using Microsoft <br />Project and included in the Project Management Plan. <br />The master activity list will include the major activities <br />needed to complete the project. <br />Each activity will include a task identification number, <br />description, and estimated duration. Activities with <br />dependent predecessors will be noted in the schedule. <br />The schedule will be updated each month to show <br />progress to date. Key project milestones such as <br />project meetings and technical deliverables will be <br />included. <br />Once a project schedule is developed and agreed to, <br />the project manager is responsible for monitoring <br />progress and keeping it on schedule. Schedule control <br />is largely a function of task planning and monitoring; <br />and the elimination of surprises that can cause delays. <br />Effective schedule management therefore addresses <br />such issues as: <br />• Identification of the work’s critical path, and <br />constant monitoring of the progress of those <br />items on that critical path. <br />• Maintenance of a dedicated project team with <br />member continuity, promoting a highly focused <br />(and therefore time-efficient) design effort. <br />• Early identification of permitting requirements, <br />and a proactive approach to regulatory agencies. <br />• Pre-application meetings are recommended <br />to establish rapport with regulatory agencies <br />representatives and gain thorough understanding <br />of the permit requirements. <br />• Frequent and clear communication with you <br />as the client, to ensure our understanding of <br />your needs and preferences, in order to avert <br />schedule-busting rework at the end of the <br />project. <br />Cost Control <br />AECOM’s practice of implementing effective cost <br />control begins with a thorough understanding of the <br />goals of the City of Sunny Isles Beach. On all AECOM <br />projects, our work is carefully budgeted and all project <br />budgets are carefully reviewed weekly by project <br />managers and monthly by senior managers. <br />Again, once a project schedule and budget is agreed <br />to, the project manager, under the principal in charge’s <br />direction is responsible for monitoring progress and <br />keeping it within budget. A computerized project <br />management system (PMS) will be used by AECOM to <br />monitor the project. <br />The PMS allows the project to be broken down into <br />multiple tasks and subtasks, as needed. Project <br />information and budgets for each task will be entered <br />into the PMS. This allows the financial accounting <br />system to track the project and provides information <br />for accurate invoices <br />At any time during the course of the project, a wide <br />variety of project management reports containing <br />cost to date and billable data can be obtained. <br />The PMS enables AECOM to monitor the status <br />of particular activities and make well informed <br />decisions. AECOM will forecast the hours and dollars <br />remaining to complete each work order on monthly <br />basis. The forecasts are used for calculating the total <br />cost of each work order at completion. The monthly <br />forecasts are a valuable tool for discovering problems <br />early so that correction action can be taken. <br />The billing system is linked to the PMS so that <br />customer billings for labor and expenses coincide <br />with project costs. The billing system will provide <br />complete, accurate information on billable cost to <br />date including accounts receivable and unbilled <br />services. The system allows for production of both <br />standardized and customized invoices, as well as <br />back-up reports, quickly and easily. <br />Section D 8
