City of Pompano Beach,FL WITT 1O'BRIEN'S <br /> Disaster Recovery Management Services <br /> would also provide QA/QC oversight of all project activities,report safety concerns,inspect trucks <br /> for alterations to capacity or placards,halt any work deemed unsafe or ineligible under FEMA <br /> guidelines,confirm clearance of all roadways and map any remnants,and provide written <br /> confirmation of debris removal completion. <br /> Periodically,a Witt O'Brien's project analyst would also perform internal project inspections on our <br /> documentation and data management functions to ensure full compliance with company standards, <br /> the City's requirements and federal reimbursement guidelines-in order to intercept and swiftly <br /> correct any potential deficiencies.We focus on the need to find better ways in which to operate and <br /> solve problems.A significant element of our success in this area is the commitment of both <br /> managers and line staff in continual process improvement.Witt O'Brien's fosters a communicative <br /> atmosphere among its deployed personnel,regularly holding meetings,conference calls,and other <br /> • <br /> engagements to allow the assembled team to discuss issues they face in the field,and brainstorm on <br /> ways in which to address them that will result in more efficient and effective project delivery. <br /> Public Information Emergency Response <br /> vi)Assisting the Citywith responding to public Concerns and comments - ,• <br /> We understand the vital importance of keeping the public Informed throughout the duration of a <br /> major debris removal project and we will coordinate with the City to implement a Public <br /> Information Plan.We will work with the City to develop timely and informative public <br /> announcements about the debris project,safety considerations,hazardous waste handling, <br /> collection schedules,methods of sorting and separating debris to increase collection and disposal <br /> efficiencies and other issues.Through our communications management software,PIER"',we can <br /> develop a web-based communications system that would allow the City to instantly and efficiently <br /> disperse information to any target audience including the community,media,elected officials, <br /> police and fire personnel,field staff,contractors,and federal authorities.We will also make staff <br /> available to the City to distribute and disperse public information on the debris project and may <br /> deploy our field monitoring staff to disseminate fliers to residents. <br /> Truck Measurement and Certification Program <br /> vu.)Certifying contractor vehicles for debris removal using methodology and documentation practices appropriate for contract <br /> monitoring <br /> As the debris removal contractor's trucks and equipment begin to arrive at the disaster scene,Witt <br /> O'Brien's will initiate the truck measurement and certification program in coordination with the <br /> debris removal contractor,to accurately measure the volumetric capacity of each truck.We follow <br /> the latest FEMA 327 standards and methodologies for measuring and calculating the capacity of <br /> debris removal trucks.We will also provide FEMA compliant truck placards and truck certification <br /> forms.Original truck certification forms signed by our Truck Certification Manger,with <br /> photographs of each truck showing Its placard and any modifications,would be provided to the City <br /> in a binder along with electronic'PDF"copies and a summary spreadsheet.Our roving <br /> monitors/quality control Inspector will also periodically spot check and re-certify trucks during the <br /> project in order to deter and detect fraudulent alteration of truck capacities or placards.
