Summary Minutes:Regular City Commission Meeting June 18,2015 City of Sunny Isles Beach,Florida
10D. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,Approving a
Request Submitted by Sunny Isles Beach Foundation to Approve the Temporary Use of
a Wall to Create an "Art Wall" Located at the West Side of the 18090-18230 Collins
Avenue RI( Shopping Center; Providing the City Manager and City Attorney with the
Authority to Do All Things Necessary to Effectuate this Resolution; Providing for an
Effective Date.
Action: City Clerk Hines read the title, and Planning and Zoning Administrator Claudia
Hasbun reported that the Foundation has proposed to install a mural temporarily and then
have a competition from the school. The artists will then transpose the art onto the wall.
Staff has no objection for this temporary use of the wall. The liability and the wall will have
to come back to their original state after a year.
Public Speakers: Lynn Dannheisser, Esq.
Vice Mayor Gatto said acting as the liaison between the Foundation and the City,we also had
a discussion about creating a master plan which would allow what the Foundation is doing to
integrate or maybe what we are doing have the Foundation integrate with what the City is
doing. This is for two reasons really, to not bump into each other and step on each other's
toes, and to get similar items to enhance what we are doing out there in the community
whether it is art or music or culinary. We are looking forward to seeing how it is developed
and evolved in working together with the Foundation. Mayor Scholl said it would be like a
Cultural Master Plan.
Lynn Dannheisser,Esq. representing the Sunny Isles Beach Foundation said she is also here
with three(3)members of the Board including the Chairman of the Board. As to the Cultural
Master Plan which she thinks will take the City to a whole other level on this subject. To the
extent that the Commission would allow her, she would like to research this further. She
would like to come back to the Commission and maybe even propose a joint session between
the Foundation and the Commission to discuss this further.
Commissioner Levin moved and Commissioner Goldman seconded a motion to approve
the resolution. Resolution No. 2015-2427 was adopted by a voice vote of 5-0 in favor.
[City Clerk's Note: Item 1OE was heard after related Item 6A.]
10E. A Resolution of the City Commission of the City of Sunny Isles Beach,Florida,to Consider
the Sale of Transfer of Development Rights ("TDRs") from the City's TDR Bank;
Authorizing the Transfer of TDRs in the Amount of 9,239 Square Feet of Floor Area
("FAR") and Five (5)Dwelling Units to Corner House,LLC for the Property Located
at 18590 Collins Avenue from the City's TDR Bank Account; Directing the Zoning
Administrator or their Designee to Transfer the TDRs From the City's Bank Account in
Accordance with Zoning Resolution No. ; Authorizing for the Adjustment and
Modification of the City's TDR Bank; Providing the City Manager and City Attorney with
the Authority To Do All Things Necessary to Effectuate this Resolution; Providing for an
Effective Date.
Action: [City Clerk's Note: See additional action under Item 4A.] Deferred to October 15,
2015 at the request of the Applicant.
8
