Project Approach and Understanding <br />Page 13 <br />During the procurement phase of the project, comprehensive bid packages will be assembled for the distinct scopes of work <br />identified and reviewed with the city. No less than three (3) qualified bidders will be accepted for each bid package. Packages <br />will include bid forms, commercial terms, schedule requirements, reporting requirements, EHS requirements, profit/ <br />overhead percentages and any other special conditions required for the scope being bid. The packages will also require the <br />bidders to provide the labor rates and unit cost pricing to be used during scope changes. Contract documents and bidding <br />procedures will be aligned with the city construction management contract, site policies and with onsite bidding procedures. <br />Bids will be received, leveled and evaluated during bid review meetings, after which a recommendation will be made for <br />award. A recommendation letter will be issued to the city for the approval of the bid package awards prior to issue any notice <br />to proceed to the selected bidders. <br />Bidder Prequalification: We will identify the most capable subcontractors/vendors. All pre-qualified candidates are <br />thoroughly screened and evaluated, and a final bidders list for each bid package will be presented to the city for approval <br />prior to issuing the bid documents. The prequalification questionnaires will focus on: <br /> •Company history, financial/bonding strength and work volume <br /> •Company resources and access to manpower <br /> •Schedule compression capabilities <br /> •Company experience and references <br /> •Safety programs and records <br />A Flat Procurement Approach: Skanska will leverage our knowledge of the local subcontractors to implement a Flat <br />Procurement Approach for this project. Our procurement approach is uniquely different from our competitors since <br />it allows us to eliminate the multilayered markups associated with subcontracts and/ or equipment. Taking advantage <br />of the “soft construction market” and expanding our database of traditional public sector builders will enhance project <br />opportunities for more competitive pricing and reduced cost to the project.
