Project Approach and Understanding <br />Page 14 <br />Comprehensive Bid Packages/Subcontracts and Purchase Orders: <br />A comprehensive and well-defined bid package for each trade with clear work scope definition <br />is essential to successful project purchasing. The bid package work scopes must clearly address <br />requirements pertaining to submittals, engineering, manufacturing installation quality, <br />coordination, delivery and start-up/ commissioning as well as schedule objectives for each of <br />these areas. Skanska will utilize walk thru, pre-bid, post-bid, and post-award meetings with all <br />major purchase/ procurement items to ensure the requirements are clearly stated and frequently <br />reinforced. We will use our extensive experience and company resources to procure the most <br />complete and competitive pricing possible from both the local vendor community and where <br />appropriate, national subcontractors. <br />Shell & Site Package Subcontract Procurement: Upon receipt of the notice to <br />proceed Skanska will start developing the bid documents for the shell and site package to expedite <br />the construction start and the overall building dry-in milestone. <br />Site Logistics: The success of any project depends on an efficient, well-planned and organized <br />construction site. This plan is a critical tool in minimizing impacts to the city operations, police <br />department, the community and helps to ensure efficient project execution. Skanska will begin <br />planning the site staging and operations approach during pre-construction. The principle <br />objectives of the site logistics plan are to optimize the flow of workers, materials and equipment to <br />and from the site, as well as within the site, with a strong emphasis on safety. In addition, the site <br />logistics plan is designed to minimize the impact of construction activities on surrounding key <br />facilities, as well as on vehicular and pedestrian pathways. <br />As previously described, Skanska recognizes that we will be working within an operating facility <br />community schools, recreational center, etc. Our logistics plan will be designed to accommodate <br />continuing operation of the existing functions throughout the site. In order to ensure site safety <br />and security, the primary elements of the plan are site access for construction personnel and <br />deliveries and segregation of construction areas. These steps will occur prior to any work. <br />In summary, the key elements of our logistics plan include: <br /> •No construction traffic streets <br /> •Restricted periods for deliveries, concrete placements, and major activities This will avoid <br />impact to the school and Jewish Synagogue during rush hours. <br /> •Segregating the construction areas <br /> •Sequencing and phasing of construction <br /> •Parking areas (off-site parking will be implemented) <br /> •Site access routes <br /> •Emergency egress layout <br /> •Lay down areas <br /> •Walkways <br /> •Security guard area <br /> •Lunch area coordination <br /> •Traffic flow on site
