City of Sunny Isles Beach Government Center Annex | RFP# 15-08-02 <br />K. Project Management Services <br />Page 49 <br />1. Pre-Construction Services <br />To ensure the success of the Governmental Center <br />Annex as well as a program and design consistent with <br />the funding levels established by City of Sunny Isles <br />Beach, the following key activities are incorporated at <br />Pre-construction and Design Phase. This will result in an <br />identification of all opportunities at each funding level <br />while reducing the design process time. <br />a. Options Analysis <br />Upon the completion of the initial partnering session we will <br />kick-off the pre-construction process by the development of <br />an understanding the City’s objective(s) and the associated <br />scope(s) of work. Skanska along with City of Sunny Isles <br />Beach, Perkins + Will, and a multitude of collaborative <br />partners, subcontractors and vendors we will perform an <br />extensive analysis of building systems, materials, methods, <br />cost-effective alternatives and purchasing methods for each <br />program, design and schematic associated with each funding <br />level identified by City of Sunny Isles Beach. <br />With the completion of this critical step; we will move to <br />developing the Construction Project Execution Plan and <br />coordinating a sequence of follow up partnering sessions <br />with Sunny Isles, Perkins + Will and the remainder of the <br />design consultants. Such sessions will involve re-visiting all <br />aspects of the options analysis including building systems, <br />cost-effective design considerations, life cycle cost analysis, <br />constructability analysis and purchasing methodologies <br />which will provide design assist services that are aligned <br />with each funding level at all stages of the pre-construction <br />process: <br /> •Conceptual Design Stage <br /> •Design Development Stage <br /> •50% Construction Document Stage <br /> •100% Construction Document Stage <br />b. Design Review <br />The design review aims at improving the quality, <br />communication, construction and inspection processes and <br />ultimately increasing efficiency. This is completed through <br />collaboration between City of Sunny Isles Beach, Perkins + <br />Will and the authorities having jurisdiction and Skanska. <br />The project scope and any potential modifications are shared <br />with the project team for a final code and compliance review <br />and for the development of the inspection criteria. <br />The coordination among all parties is essential from the <br />early pre-construction phase to the final closeout phase. This <br />makes the design review a project long process. <br />c. Budget Estimating <br />The Conceptual Design Stage will be highlighted by creating <br />a snap-shot of the design options through a series of <br />partnering sessions with collaborative experts over a period <br />of two weeks. The result of such collaboration is turning <br />the concept into a reality <br />Project <br />Execution <br />Plan (PEP) <br />will be <br />the team’s <br />roadmap to <br />success.
